Home Health Care HR & Compliance Manager Role Overview The Home Health Care HR & Compliance Manager serves as the core operational leader responsible for building, scaling, and managing the agency's Human Resources infrastructure, state regulatory compliance protocols, full-cycle recruitment, performance evaluation systems, and employee benefits program.
Home Health Care HR & Compliance Manager Key Responsibilities HR Infrastructure & Benefits Leadership:
Design, implement, and optimize scalable HR, onboarding, and workforce administration systems to support rapid agency growth; actively lead the sourcing, evaluation, selection, and administration of the agency's upcoming comprehensive employee benefits package.
Recruitment & Talent Acquisition:
Execute full-cycle caregiver recruiting—sourcing candidates through job boards, screening applicants, conducting structured interviews, verifying references, and leading orientation to maintain high staffing capacity.
Performance Evaluation & Employee Relations:
Establish employee appraisal systems, schedule and track routine performance reviews, document coaching/corrective action paperwork, and manage employee relations to drive caregiver retention and accountability.
Healthcare Regulatory Compliance & Auditing:
Maintain audit-ready confidential personnel files in accordance with Pennsylvania Department of Health standards; continuously track, audit, and resolve deficiencies for state background checks, child abuse clearances, CPR certifications, TB screenings, and annual competency evaluations.
Scheduling Oversight & EVV Timekeeping:
Coordinate caregiver scheduling workflows, manage call-off escalations, oversee open shift coverage, and audit Electronic Visit Verification (EVV) clock-ins, missed punches, and overtime exceptions daily.
Payroll Pre-Processing & Workforce Records:
Reconcile weekly timekeeping logs against EVV data, resolve payroll discrepancies, maintain complete personnel records, and prepare verified payroll files for final CEO approval.
Intake Tracking & Executive Reporting:
Log prospective client and referral inquiries to ensure non-clinical intake follow-up is executed; deliver clear weekly executive updates to the CEO detailing recruitment metrics, retention rates, compliance status, and priority initiatives.
Physical & Environmental Demands:
Work in an in-person office setting; regularly operate computers and multi-line phone systems, organize physical/digital filing cabinets, and occasionally lift supply boxes weighing up to 25 lbs.
Home Health Care HR & Compliance Manager Qualifications & Requirements Home Health Care & HR Experience:
Minimum 2+ years of hands-on professional experience in home health care, home care administration, healthcare HR, staffing, or regulatory compliance within a regulated service environment ( Required ).
Core HR & Compliance Mastery:
Demonstrated background managing confidential employee files, healthcare compliance calendars, onboarding logistics, performance evaluations, scheduling workflows, and payroll pre-processing ( Required ).
Software Literacy:
Intermediate to advanced proficiency with Microsoft Office (Excel, Word, Outlook), Google Workspace, and the ability to quickly master home care management platforms ( Required ).
Clearances & Screening:
Ability to successfully pass all required Pennsylvania state criminal background checks, child abuse clearances, and pre-employment health screenings ( Required ).
Home Health Care HR & Compliance Manager Preferred Qualifications Pennsylvania Home Health Knowledge:
Deep familiarity with Pennsylvania Department of Health home care/home health licensing regulations, state audit standards, and EVV platforms (e.g., HHAeXchange, WellSky, ClearCare).
Professional Credentials & System Setup:
Active HR certification (e.g., SHRM-CP, PHR) or proven experience selecting employee benefit packages, implementing
ATS/HRIS
software, building performance review frameworks, and establishing HR departments in growing healthcare organizations.
Home Health Care HR & Compliance Manager Compensation, Structure & Benefits Compensation Structure:
Competitive annual salary ranging between $56,160.00 and $62,400.00 DOE, with a standard 90-day introductory evaluation period.
Work Schedule:
Full-Time | Daylight hours, Monday through Friday (Primarily in-person at our Pennsylvania office location).
Executive Access & Growth:
Direct reporting line to the Owner / Chief Executive Officer with high operational autonomy.
