Job Summary Universal Civil Construction is an established and growing civil site work contractor based in Roebuck, South Carolina, and we are looking for a Human Resources Manager to lead the HR function for our field and office workforce. This is a broad, hands-on role with full ownership of the function: employment-law and regulatory compliance for a field workforce; employee relations and coaching supervisors through difficult conversations; recruiting operators, foremen, and staff; and providing leadership with the workforce reporting that informs staffing and operating decisions. You will also serve as our designated EEOC Officer, own the employment-law compliance that comes with a field workforce, and build the HR infrastructure that lets the company keep scaling past 100 employees. Responsibilities Serve as the company's
EEOC Officer:
maintain the EEO and anti-harassment policies and the complaint procedure and serve as the company's representative in the event of an agency charge. Support prevailing wage compliance on public and federally funded work — Davis-Bacon and state wage classifications, certified payroll reporting, fringe crediting, and apprenticeship ratios. Own the HRIS and applicant tracking systems, employee recordkeeping, and the confidential employee file system, and assist in the initial development of the HR module of the Vista ERP implementation, taking ownership of the module after the 2027 go-live. Build and scale HR infrastructure, policies, and programs to support continued company growth, and keep the employee handbook and policy set current as the workforce grows. Design and deliver a structured onboarding program that integrates new hires into the company's safety culture, benefits, payroll, and project expectations. Administer benefits and open enrollment, coordinate with brokers and carriers, and partner with payroll on new hires, terminations, status changes, and deductions. Administer leave of absence (FMLA, ADA accommodations, military and state leave), I-9/E-Verify compliance, unemployment claims, and seasonal layoff and recall. Manage workers' compensation claims and return-to-work coordination, and partner with Safety and Finance on the EMR and recordable rates that drive insurance cost and bid prequalification. Serve as the first point of contact for employee relations questions and coach supervisors through performance conversations, progressive discipline, and terminations, conducting a documented investigation where one is warranted. Support OSHA recordkeeping owned by the Safety Manager — confidentiality of 300/301 records, employee access requests, anti-retaliation compliance, and the annual 300A posting. Support the substance abuse testing program administered by the Safety Manager — maintain the written policy, handle the employment consequences of positive results, and keep the related personnel documentation. DOT/FMCSA
compliance for CDL drivers and other safety-sensitive positions where applicable — driver qualification files, MVR monitoring, DOT medical certifications, and Drug & Alcohol Clearinghouse queries. Maintain a credential register with expiration tracking for CDL and endorsements, DOT medical cards, OSHA 10/30, competent person designations, and equipment-specific operator qualifications. Own full-cycle recruiting for field and office roles — craft labor, operators, foremen, superintendents, and staff — from posting through offer and close. Requirements 5+ years of progressive HR experience, including at least 2 years as a generalist or manager. Hands-on experience running workplace investigations and managing employee relations end to end. Working knowledge of Title VII, ADA, ADEA, FLSA, FMLA, and EEO requirements, and experience responding to EEOC or state agency charges. Working knowledge of prevailing wage and certified payroll requirements under Davis-Bacon or a state equivalent. The ability to operate as a department of one — self-directed, organized, and comfortable prioritizing a high-volume, varied workload. Credibility with both field crews and executives, and the coaching skills to influence without authority. Bachelor's degree in Human Resources, Business Administration, or a related field, or equivalent experience. Preferred Qualifications Construction, heavy civil, skilled trades, or another field-based industry background. SHRM-CP, SHRM-SCP, PHR, or SPHR certification. Experience with DOT-regulated workforces or multi-state employment compliance. Bilingual (English/Spanish). Experience scaling HR programs in a growing organization. Pay:
$85,000.00 - $110,000.00 per year
