Human Resources Director Reports to:
Chief Executive Officer Summary:
The Human Resources Director is responsible for managing the day-to-day operations of the human resources office and ensuring compliance with all federal and state laws and regulations related to healthcare and employment. This includes recruitment and retention, hiring and onboarding new employees, termination practices and associated documentation and processes, managing employee relations, maintaining employee records, managing compliance with HIPAA, OSHA, and other healthcare regulations, overseeing management and/or employee relations, and ensuring employment practices are in compliance with laws and regulations related to healthcare and employment. Key Responsibilities Develop and implement policies and procedures for Johnson City Eye Clinic related to human resources and compliance, including but not limited to, HIPAA, OSHA, Stark Law, Anti-Kickback Statute, and Fraud, Waste and Abuse. Ensure compliance with all federal and state healthcare laws and regulations, including HIPAA and CMS regulations. Oversee employee relations. Including, but not limited to, managing employee relations issues and collaborating with appropriate supervisors to resolve any issues that may arise. Supervise recruitment and retention. This includes, but is not limited to, developing and implementing recruitment strategies, retaining top talent, planning and conducting new employee orientation and onboarding. Handle disciplinary actions, plan and conduct terminations and out-processing. This includes ensuring proper documentation is on file and following up with potential unemployment claims, appeals, and hearings. Maintain and keep current employee records and ensure compliance with federal and state laws. Review, update, and stay current with employment practices, labor laws and regulations to ensure compliance with regulatory requirements. Manage and maintain the facility's compliance program, including training and education for staff in regards to employment law and EEOC guidelines. Serve as the primary contact for regulatory agencies and authorities, such as the Office of Inspector General and the Department of Justice. Participate in budget management for the compliance and human resources department. Provide guidance and advice to management and employees on compliance and human resources-related matters. Foster a positive work environment. Stay current with industry developments and emerging trends in healthcare compliance and human resources. Provide guidance and advice to management and employees on HR-related matters and compliance issues. Collaborate with other management and staff to ensure compliance. Manage and maintain administration of employee benefits and compensation programs.
Qualifications:
Knowledge of federal and state healthcare laws and regulations, including HIPAA, Stark Law, Anti-Kickback Statute, and Fraud, Waste and Abuse. Excellent communication and interpersonal skills. Experience with HR software and systems. Strong analytical and problem-solving skills. Effective organizational and time management skills. Knowledge of employment laws and regulations. Clear leadership and management skills. aPHR, PHR, SPHR, or
SHRM-SCP
