Primary Purpose:

Direct and manage district human resource activities to ensure legally sound and effective human resources management practices. Responsible for the development and implementation of human resource programs to include wage and salary administration, employee benefits, employee training, recruitment and staffing, and employee communications. Interpret and recommend personnel policies and regulations for the district.

Qualifications:
Education/Certification:

Master's degree in education or management-related field

Texas Mid-management Certificate or Principal Standard Certificate, preferred

Certified in T-TESS, Texas Teacher Evaluation & Support System, preferred

Special Knowledge/Skills:

Knowledge of the selection, training, and supervision of personnel

Knowledge of wage and salary, benefits, and employee communications program

Knowledge of school employment law and hearing procedures

Ability to interpret policy procedures and data

Ability to manage budget and personnel

Strong communication, public relations, and interpersonal skills

Knowledge of Title IX Experience:

Campus principal experience, preferred

Five years of successful administrative experience, preferred

Major Responsibilities and Duties:
  • 1. Work cooperatively with principals and staff to select personnel for instructional assignments.
  • 2. Coordinate the district application and recruitment program and ensure that the district is represented in a positive and professional manner.
  • 3. Coordinate employee on-boarding for all new employees. 4. Administer the district employee appraisal system and ensure that it is implemented effectively and uniformly.
  • 5. Oversee all aspects of contract administration.
  • 6. Plan, evaluate, and administer equal employment opportunity provisions and work cooperatively with others to ensure compliance with federal and state laws and regulations.
  • 7. Coordinate employee Title IX complaints.
  • 8. Assist supervisory personnel in conducting due-process procedures.
  • 9. Develop and implement procedures for administering salary, benefits, and the other forms of compensation that effectively implement policies adopted by the board.
  • 10. Direct the preparation and revision of job descriptions and the classification of positions in the district compensation plan.
  • 11. Ensure that all teachers are highly qualified and have the appropriate credentials for assignments, utilizing the District of Innovation Plan when needed.
  • 12. Administer the teacher salary schedule and ensure compliance with the state minimum salary schedule requirements.
  • 13. Oversee the management of the district's leave, health insurance, optional employee benefits, workers' compensation, and unemployment compensation benefit programs including overseeing relationship with insurance vendors and third-party administrators.
  • 14. Supervise the district substitute teacher program.
  • 15. Maintain an accurate staff count and list of employees by position control numbers.
  • 16. Administer the exempt and nonexempt compensation programs and ensure compliance with federal 17. Use management practices that promote collegiality, teamwork, and collaborative decision making among staff.
  • 18. Develop and implement procedures to ensure that employees are kept well-informed of personnel policies, procedures, and programs that affect them.
  • 19. Administer criminal background checks of potential employees and school volunteers and determine employment eligibility or volunteer participation of those with questionable backgrounds.
  • 20. Implement policies associated with and oversee processing of employee complaints and grievances.
  • 21. Ensure that the employee handbook is created, updated annually, and distributed. 22. Work with others to compile and report projections of staff.
  • 23. Ensure that human resources programs are cost-effective and that funds are managed prudently.
  • 24. Compile annual human resources budget and costs estimates based on documented human resources program needs.
  • 25. Implement the policies established by federal and state laws, State Board of Education rule, and local board policy in the area assigned.

26. Create and plan for human resources in alignment with district core values as adopted by the board and the district's strategic plan. Identify current and future needs of the district and align processes and procedures including recruitment, selection, on-boarding, professional and leadership development, training, evaluation, and retention strategies.

27. Recommend policies and administrative guidelines that support districts goals and objectives.

28. Supervise personnel records management and implement record retention plan.

29. Develop and maintain systems for storage and retrieval of employee information from hardcopy and electronic files.

30. Conduct annual research regarding employee satisfaction, morale, and communications. Monitor employee retention and turnover through analysis of data and exit interviews. Implement and oversee effective districtwide employee recognition programs.

31. Compile, maintain, file, and secure all physical and computerized reports, records, and other required human resources documents.

32. Recruit, train, and supervise department staff and make sound recommendationsrelative to personnel placement, assignment, retention, discipline, and termination.

33. Supervise, evaluate, and recommend hiring and firing of human resource department employees.

34. Develop training options and improvement plans for department staff to ensure the department's effective operation.

35. Attend board meetings and make presentations to the board when requested.

36. Participate in professional development activities to maintain current knowledge of human resource rules, regulations, and practices.

37. Perform other duties as may be assigned.
