BELT Construction Group is seeking an experienced Recruiter to join our Human Resources Department in Texarkana, AR. This position is responsible for leading full-cycle recruitment efforts for the organization's highest-priority, most complex, and business-critical positions. Reporting directly to the Director of Human Resources, this role serves as a strategic talent acquisition partner to operational leaders, hiring managers, and executive leadership. The Recruiter develops targeted sourcing strategies, builds talent pipelines, manages difficult-to-fill requisitions, and drives hiring outcomes that support organizational growth and workforce objectives. Key Responsibilities:

Lead recruitment efforts for critical construction and operational positions, including Project Managers, Project Engineers, Estimators, Safety Professionals, Skilled Trades, and other key construction personnel. Develop targeted sourcing strategies to attract experienced construction professionals in highly competitive labor markets. Partner with operational leaders to understand project staffing requirements, anticipated workforce needs, and succession planning opportunities. Establish relationships with trade schools, technical colleges, workforce development organizations, and apprenticeship programs. Attend industry networking events, career fairs, and recruiting events to promote the organization and attract qualified talent. Collaborate with the Director of Human Resources and operational leadership to forecast workforce needs and develop proactive recruiting plans. Provide regular recruiting metrics and workforce insights to the Director of Human Resources and executive leadership.

Qualifications:

Minimum of 3-5 years of experience recruiting within utility, industrial, heavy civil construction, or related industries. Proven success recruiting Project Managers, Superintendents, Estimators, Engineers, and skilled craft professionals. Knowledge of construction project staffing, workforce planning, and industry labor market trends. Ability to manage multiple high-priority requisitions simultaneously. Bachelor's degree in Human Resources, Business Administration, Communications, or a related field preferred. Proficiency with LinkedIn Recruiter, Indeed, and other sourcing tools. Bilingual in English and Spanish preferred. Professional HR or Talent Acquisition certifications (SHRM-CP, SHRM-SCP, PHR, SPHR, AIRS, or similar) preferred.
