As the Talent Acquisition Manager at Horizon, you will… Manage full-cycle recruitment and pre-boarding activities for employees and leadership roles including hard-to-fill positions. Partner with executives, operational leaders, hiring managers, and HR partners to assess workforce needs, forecast staffing priorities, and develop effective recruiting strategies. Serve as a talent advisor by providing market and workforce insights, sourcing recommendations, and guidance throughout the hiring process. Also managing our vendor relationships within the TA space. Develop and implement sourcing strategies that build strong pipelines of active and passive candidates through networking, talent communities, referrals, social media, community outreach, job boards, career fairs, and other talent channels. Create and maintain job postings, recruitment marketing content, and employer branding materials that promote the organization as an employer of choice. Representing the organization at career fairs, educational institutions, professional associations, community events, and other outreach opportunities to expand candidate pipelines and market visibility. Manage and strengthen the internship program, including program design, recruiting, school partnerships, intern selection, onboarding, supervisor support, performance check-ins, conversion strategy, and program evaluation. Build and maintain partnerships with colleges, universities, trade schools, workforce development organizations, and community partners to support internship, early-career, and talent pipeline initiatives. Maintain and optimize Applicant Tracking Systems (UKG), recruiting workflows, candidate communication processes, and hiring procedures to improve efficiency, compliance, candidate experience, and hiring manager satisfaction. Monitor, analyze, and report on recruitment metrics and workforce data, including time-to-fill, source effectiveness, pipeline activity, requisition volume, candidate quality, internship outcomes, and other key performance indicators. Lead, coach, and support TA team members. Should be able to "roll up your sleeves" and assist your team members with resources, tools, and support for them to be successful. Assist them with identifying growth goals, outlining individual development plans, and supporting them through their career progression. Ensure compliance with applicable federal, state, and local employment laws, EEO requirements, background check processes, employment verification practices, and internal hiring policies. Here are a few specifics of what you'll need for the job: Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field preferred; equivalent combination of education and experience may be considered. Minimum of 5 years of progressive Human Resources and talent acquisition experience, including recruitment for exempt and non-exempt positions required. Minimum of 3 years Demonstrated experience developing and executing recruitment strategies, sourcing initiatives, workforce planning efforts, and talent pipeline programs required. Experience managing or coordinating internship programs, campus recruiting, college relations, early-career talent programs, or related workforce development initiatives preferred. Experience leading, coaching, and supporting recruiters, HR team members, or cross-functional hiring teams preferred. Strong knowledge of full-cycle recruiting, sourcing best practices, candidate assessment, interview processes, offer management, onboarding, and employment compliance. Experience using Applicant Tracking Systems (UKG), recruiting platforms, sourcing tools, social media recruiting channels, and Microsoft Office applications Ability to analyze recruiting data, interpret trends, prepare reports, and use metrics to improve recruiting effectiveness and hiring outcomes. Excellent verbal and written communication skills, with the ability to build relationships, influence stakeholders, and collaborate effectively across all levels of the organization. Highly organized, detail-oriented, and results-driven, with the ability to manage multiple priorities in a fast-paced environment. Demonstrated professionalism, integrity, sound judgment, and commitment to fostering an inclusive, accommodating workplace culture. HR certification such as PHR, SPHR, SHRM-CP, or
SHRM-SCP
a plus. Similar certifications within Talent Acquisition are also a plus!

Location :
This position is located at our corporate office located at 55 Dodge Rd, Getzville NY. You must have the ability to travel to career fairs, and other Horizon sites as needed.
Hours:
This is a full-time, Monday
•Friday position with hours ranging from 8:30am
•5:00pm. Flexibility is required based on needs.
Compensation:
Horizon is consistently evaluating our compensation and benefit packages to ensure we remain competitive. The range of pay for this position is $68,000
•$78,000. Starting pay may be impacted based on experience and education. You'll earn an additional 25% shift differential for any work hours that fall between the hours of 7pm-7am. Compensation adjustments are evaluated annually. Physical demands associated with this position include: Stationary posture with frequent standing/sitting alternation. Mobility between nearby worksites and within facilities. Mobility required involving repetitive wrist, hand, and finger movements. Handling light duties, moving objects up to 20 pounds, occasionally up to 50 pounds. Occasional operation of company owned motor vehicles.
