Job Description

POSITION SUMMARY
Under the general supervision of the Training Battalion Chief, the Administrative Analyst (Training Program Specialist) performs professional analytical, administrative, and program coordination duties in support of the Fresno County Fire Protection District Training Bureau. The incumbent serves as the District's primary training compliance coordinator for career and Paid-Call Firefighting personnel and is responsible for training records, compliance monitoring, training needs analysis, scheduling, reporting, fiscal support, and coordination of programs and activities at the Mid Valley Regional Fire Training Center (MVRFTC).
DISTINGUISHING CHARACTERISTICS
This classification is distinguished by responsibility for independent analytical work, Department-wide training compliance monitoring, records management, program coordination, and development of recommendations for Training Bureau management. The position requires regular exercise of judgment in evaluating training data, identifying deficiencies, coordinating corrective actions, and supporting career and Paid-Call Firefighter training programs. It is distinguished from clerical classifications by the level of analysis, independent judgment, program responsibility, and compliance oversight assigned to the position.
ESSENTIAL FUNCTIONS
The following duties represent the principal functions of the position. 1. Training Records, Compliance, and Data Management. Maintains, audits, analyzes, and validates training records for Fresno County Fire career and paid-call firefighter personnel using Vector Solutions and other Department-approved systems. Tracks annual, recurring, safety, certification, and position-specific training requirements and identifies completed, upcoming, overdue, or deficient requirements. Develops compliance reports and tracking tools for Training Bureau management, identifies trends and risks, and recommends corrective actions. Coordinates with supervisors, company officers, paid-call firefighters, and employees to correct discrepancies and obtain required documentation. 2. Paid-Call Firefighter Training Coordination and Compliance. Coordinates and monitors training requirements for District Paid-Call Firefighter companies to ensure compliance with Department policy and established training standards. Works with Paid-Call Firefighter company officers and Training Bureau staff to identify training deficiencies, develop training schedules, and establish corrective plans. Coordinates instructors, facilities, equipment, course materials, and other resources necessary to deliver paid-call firefighter training. Tracks attendance and completion and provides periodic reports identifying participation, compliance levels, outstanding requirements, and upcoming training needs. 3. Training Program Analysis and Scheduling. Researches, compiles, analyzes, and reports training data, personnel needs, attendance trends, instructor availability, regulatory changes, and other factors affecting training delivery. Assists with development of the annual training calendar and recommends courses or training programs that should be added, modified, expanded, or rescheduled. Prepares reports, presentations, statistical information, and recommendations for the Training Battalion Chief, Fire Chief, executive staff, District leadership, and other stakeholders. 4. MVRFTC Course and Facility Administration. Coordinates course schedules, facility use, student rosters, instructor assignments, registrations, course documentation, and training logistics for MVRFTC. Maintains current MVRFTC calendar and website information and coordinates training materials, supplies, classroom needs, and course records. Tracks attendance, registration fees, reimbursements, and other course-related records in accordance with District procedures. 5. Fiscal, Purchasing, and Administrative Analysis. Assists with Training Bureau budget monitoring, reconciliation, purchasing, course costs, invoices, and financial documentation. Coordinates with District administrative staff, vendors, instructors, and outside agencies regarding purchases, registrations, and training-related expenditures. Uses Microsoft Office, Google Workspace, financial systems, and other approved software to prepare reports and recommends improvements to administrative and fiscal processes. 6. Training Bureau Support. Provides professional analytical and administrative support to the Training Battalion Chief and Training Bureau staff. Assists with special projects, correspondence, policy and procedure development, records, meetings, and coordination with CAL FIRE, State Fire Training, CSTI, educational institutions, regional fire agencies, and other training partners. Performs related duties as required.
REQUIRED KNOWLEDGE, SKILS, AND ABILITIES
  • Principles and practices of public-sector program analysis, records management, report preparation, and administrative support.
  • Training compliance tracking, records auditing, data validation, and development of management reports and performance measures.
  • Methods used to analyze training needs, identify deficiencies, develop schedules, and coordinate corrective training programs.
  • Microsoft Office Suite, Google Workspace, Vector Solutions or similar training-record systems, and other Department-approved software.
  • Basic budgeting, purchasing, reconciliation, vendor coordination, and financial recordkeeping practices.
  • Ability to organize and analyze complex information, identify trends, exercise sound judgment, develop recommendations, communicate clearly, maintain confidential records, and coordinate effectively with career personnel, paid-call firefighters, instructors, vendors, and partner agencies.
MINIMUM QUALIFICATIONS
Education:
Bachelor's degree from an accredited college or university in business administration, public administration, organizational development, education, fire service administration, or a closely related field.
Experience:
Two years of progressively responsible administrative, analytical, training-program, compliance, records-management, or closely related experience. Experience in a fire service, public safety, emergency services, training, or public agency environment is highly desirable.
Pay:
$30.00 - $38.00 per hour Expected hours: 40.0 per week
