Job Description

DESCRIPTION
The Homeless Advocacy Project (HAP) provides legal and supporting social services to individuals and families in San Francisco who are homeless or at serious risk of homelessness. The role of the SSI Advocate is to provide SSI advocacy to homeless clients and clients at risk of homelessness.
ESSENTIAL JOB FUNCTIONS NOTE
To the extent possible, reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions. The primary job responsibilities of the SSI Advocate consist of representing homeless mentally and physically disabled individuals in their claims for Supplemental Security Income. Clients are represented at the initial as well as appeals levels. The job requires developing an on-going relationship with clients based on trust and communication. The Advocate conducts intake interviews, gathers and requests records on a claimants' medical and social history in order to best advocate for and represent the claimants' disability experience; communicates with medical professionals to receive, review and understand the medical records; helps clients to submit initial applications and appeals; maintains contact with state agency analysts who review the cases; writes legal briefs on the clients' behalf, requests for deadline extensions, the dismissal of alleged overpayments, and the collection of agency underpayments.
ADDITIONAL JOB FUNCTIONS
(Secondary functions) The Advocate may also conduct outreach to clients in the community and/or do intake at off-site locations and may represent the Homeless Advocacy Project at community meetings. The Advocate also may participate in the training of inter-agency staff who seek initial and/or additional training in SSI legal advocacy and may provide advice and assistance to volunteer advocates who are assisting clients through HAP. Based on HAP's effort to provide comprehensive legal services, in conjunction with the SSI advocacy the Advocate may assist or represent clients on a variety of other legal matters such as acquiring identification, immigration issues, housing issues, collection defense, public storage issues, dismissing old warrants, etc., and may further assist clients in accessing supporting social services, including access to mental health treatment, and/or primary care providers.
WORKING CONDITIONS
Responsibilities will be performed at HAP's office located in San Francisco, during normal business hours, which are Tuesday through Friday, from 8:30am to 5:45pm. Responsibilities may also be performed at off-site clinics or outreach or evening events as specifically scheduled. This position also requires heavy computer and telephone use.
EDUCATION
Bachelor's Degree, or an equivalent combination of relevant education, training, and expertise sufficient to perform the essential duties of the position
EXPERIENCE
Strong oral and written advocacy skills Experience working with Indigent individuals, especially persons with mental disabilities
Preferred Qualifications:
Experience with benefits advocacy or legal training Bilingual in Chinese or Spanish.

Multi-task in a high volume, fast-paced environment and independently prioritize with high attention to detail, effectively managing multiple cases, clients or projects simultaneously Simultaneously manage multiple components of a case or project from beginning to end, including setting and meeting deadlines Enter all data in database in compliance with the requirements of our funders Excellent oral and written communication skills Strong writing, editing and verbal skills Comfort with MS Office ((Word, Excel, Access, Outlook)
