Job Description

THE COMMUNITY

The City of Castle Hills is a vibrant suburb, centrally located in the San Antonio area with a population of over 4,400 residents. The City of Castle Hills is a General Law Type A municipality and provides a wide variety of services to citizens and visitors in the Castle Hills area.

GOVERNMENT

Castle Hills operates under the council-manager form of government. The Castle Hills City Council consists of a Mayor and five at-large Council positions. The City Manager is appointed by the City Council and serves as the Chief Administrative Officer for the City; the current City Manager was appointed in June 2025. The City Manager appoints the Police Chief with the City Council affirming this selection. The Police Chief is supervised by the City Manager.

THE DEPARTMENT

The Castle Hills Police Department includes 25 sworn law enforcement and 9 non-sworn (civilian) employees. Each sworn member of the Department has a rank: Chief, Captain, Sergeant, Corporal and Officer (the previous police chief re-organized with Captain replacing Assistant Chief and Lieutenant) and are assigned to divisions including: Patrol, Criminal Investigations, Traffic, Training, Records, Dispatch/Communications. The City of Castle Hills has a dedicated 24/7 dispatch (PSAP) for police, fire and

EMS. THE POLICE CHIEF

The Police Chief protects the city's residents and property and enforces laws and ordinances by providing ethical leadership, supervision and management of the Police Department and its resources. The Police Chief plans, coordinates, and directs the activities of the Department; promotes engagement with the community regarding safety issues and other concerns; and serves on the City Manager's Executive Leadership Team. This position is a sworn position. SUMMARY The Police Chief plans, directs and manages the activities, employees and operations of the Police Department, including crime prevention, investigation, emergency communications, and other law enforcement/public safety activities. Coordinates assigned activities with other departments and outside agencies. Provides highly responsible and complex administrative support to the City Manager.

ESSENTIAL FUNCTIONS

Essential duties and responsibilities may include, but are not limited to, the following:

Leadership & Administration:

Provide visionary leadership and strategic direction for the police department. Model servant leadership and cultivate a positive, inclusive organizational culture. Develop, implement, and evaluate policies, procedures, and operational strategies. Continuously monitor and evaluate the efficiency and effectiveness of police service delivery; assess and monitor workloads; identify opportunities for improvement; and direct the implementation of change. Serve as the primary liaison between the department, city officials, community organizations, and the public. Foster a culture of professionalism, integrity, and accountability within the department. Direct the development and implementation of departmental goals, objectives, policies, and priorities.

Operational Oversight:

Oversee day-to-day police operations, including patrol, investigations, traffic enforcement, and specialized units. Ensure effective deployment of personnel and resources to meet community needs. Monitor and improve response times, crime prevention efforts, and community policing initiatives. Approve departmental budgets, manage fiscal resources, and review all departmental expenditures for accuracy and justification. Prepares the Police Department's budget annually and submits the budget to the City Manager for review and inclusion in the total city budget; responsible for its efficient administration after adoption. Prepares and submits to the City Manager a monthly report of activities for the Police Department, as well as an annual report that will be available to the public.

Personnel Management:

Recruit, hire, train, mentor, and evaluate department staff. Promote employee retention. Develop supervisors and future leaders. Promote ongoing professional development and training for officers and staff. Discipline, counsel, and manage personnel performance issues as necessary. Foster a positive work environment that promotes teamwork, high morale, accessibility, and engagement. Provide positive feedback.

Community Relations & Public Safety:

Engage with community leaders, residents, and stakeholders to address public safety concerns. Promote community policing efforts to build trust and collaboration. Attend civic, professional, service, and community group meetings at schools, churches, and other places of public gathering to discuss activities and functions of the Police Department and promote positive public relations. Address public complaints/concerns and ensure transparency in departmental operations.

Legal & Regulatory Compliance:

Ensure departmental compliance with Texas state laws, federal regulations, and accreditation standards. Stay informed of changes in law enforcement practices, legislation, and policy updates.

Crisis & Incident Management:

Lead departmental response to emergencies, critical incidents, and major crimes. Coordinate with other agencies during large-scale operations or disasters. Respond in emergency situations. Directs the department's Emergency Management functions in coordination with the Emergency Management Coordinator (Fire Chief).

Day-to-Day Operations:

Conduct briefings with command staff to review ongoing operations and departmental priorities. Review incident reports, departmental statistics, and crime trends. Meet regularly with supervisors, officers, and community representatives to discuss various issues. Oversee disciplinary actions, staffing assignments, and operational initiatives. Monitor department equipment, technology, and infrastructure needs and make recommendations to administration for purchases and utilization. Establish written rules and procedures to be followed by the Police Department as may be necessary for proper law enforcement and criminal apprehension and update when necessary. Respond to critical incidents and make strategic decisions in real-time. Able to lead in a small agency environment, while remaining willing and able to provide operational assistance and field support, when circumstances require. Assist officers at the scene of a crime when necessary; ensure appropriate command presence during emergencies. Work cooperatively to ensure coordination of department activities, special events, and tasks with city departments and other law enforcement agencies. Coordinate Police Department programs, services, and administrative matters with the City Manager, including attending meetings with administrative staff and keeping the City Manager informed of key needs, issues, and support requirements. Knowledge of the TPCA Best Practices Accreditation Program and the ability to achieve and maintain the designation. Work with a variety of boards and commissions, including attending and participating in professional groups and committees while staying abreast of new trends and innovations in the field of law enforcement; Serve as liaison to the City's Crime Control Prevention District. Prepare and coordinate City Council agenda items and work session items, including reviewing agenda material with the City Manager and attending City Council meetings, public hearings, and related proceedings to represent the Police Department. Perform additional duties as assigned.

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines Bachelor's Degree in Criminal Justice, Business or Public Administration OR an equivalent combination of education, training and experience. Minimum of seven (7) years of progressively responsible experience in law enforcement, including at least three (3) years as a police chief, deputy, or assistant chief or in a significant command staff position. A valid Texas Driver's License, or the ability to obtain one within six months of hire, with an acceptable driving record is required. A Master's Degree is preferred. Graduate of LEMIT, Institute for Law Enforcement Administration Management College, FBI National Academy, FBI National Command Course, Senior Management Institute for Police, or equivalent leadership development program/course is preferred. Comprehensive knowledge of Texas Administrative Codes, as well as other federal, state and local rules and regulations relating to Police; and be able to demonstrate this by meeting all federal, state and locally mandated monitoring and reporting requirements. Experience with the growth and development of employees of the police department.

Knowledge, Skills and Abilities:

Experience with financial management, budget development, budget monitoring, revenue forecasting, and grant acquisition/management.

Leadership and Management Skills:

Exceptional leadership abilities, capable of inspiring others and leading a diverse team of officers and staff. This includes setting a clear vision, being accessible, fostering a positive organizational culture, and ensuring accountability and transparency within the department. Setting an example for the entire department by upholding the highest personal standards of ethics and integrity while making unbiased decisions; and ensuring that all officers adhere to ethical guidelines and legal standards. Develop high-performing teams through mentorship, training, and clear performance standards. Confident leadership style that is participatory and team oriented.

Communication Skills:

Superior communication skills capable of articulating policies and decisions clearly and effectively to a wide array of audiences, while actively listening and responding to feedback and concerns. Ability to articulate thought and observations through written and verbal communication.

Strategic Thinking and Problem Solving:

The ability to think strategically and develop both short-term and long-term plans, while anticipating future challenges, adapting quickly to changing environments, and implementing innovative solutions to complex problems and situations. This includes leveraging technology to enhance public safety and operational efficiency. Broad knowledge of legal aspects and implications of law enforcement services. Ability to make independent decisions dealing with the equitable application of law enforcement.

Community Engagement:

Building and maintaining trust through community policing; actively engaging with citizens and community members, understanding their concerns, and working collaboratively to address issues, while being visible, approachable, and responsive to the needs of the public. Ability to build and maintain inter-governmental cooperation, both internal and external to the City of Castle Hills.

Budget Management:

Developing department budgets; allocating and leveraging resources; monitoring financial performance while ensuring initiatives meet the department and city strategies and objectives. Preparing and presenting budget reports; analyzing trends; recognizing areas for possible improvements and ways to maximize efficiency, or identifying future needs. And ability to effectively implement any revised policy or guidelines.

Policy Development and Assessment:

Creating, analyzing, or revising policy and guidelines to address specific issues, while understanding community and officer needs. Experience with media relations, including social media. Innovative, demonstrated by very progressive management philosophies and techniques. Knowledge of human resources concerns/issues, performance evaluations. Knowledge of State of Texas rules and regulations governing the protection of people, data, and property, including but not limited to: the use of weapons and force, search and seizure, racial profiling, probable cause, rules of evidence, juvenile records, and arrest. Knowledge of Federal, State, and local laws, penal codes, and ordinances; court procedures, precedents, regulations, executive orders, and agency rules. Knowledge of City and local issues. Knowledge of Municipal government operations. Knowledge of emergency management practices, including NIMS classes. Knowledge of Cad/RMS, Microsoft Office Suite, General office equipment.

LICENSE AND CERTIFICATION REQUIREMENTS

Must have a valid Texas driver's license with an acceptable driving record. Advanced Peace Officer License and certification (TCOLE) is required, and the Master Peace Officers License and certification is preferred. Training certification from the FBI National Academy for law enforcement leaders or the Law Enforcement Management Institute of Texas (LEMIT) is preferred. Must be able to pass background investigation, psychological evaluation, physical examination and drug screening.
