Construction HSE Supervisor / Safety Manager
Location:
Morrisville, PA 19067
Duration:
6 month contract
Pay Rate:
$63.50 per hour
Position Summary
Seeking an experienced Construction Health, Safety & Environmental (HSE) Supervisor/Manager to lead and oversee all aspects of site safety, regulatory compliance, and environmental programs on active construction projects. This individual will serve as the primary safety resource on site, working closely with project management, contractors, and field personnel to ensure a safe work environment and strict compliance with OSHA and project-specific safety requirements.
Key Responsibilities
Site Safety Leadership
Champion a proactive safety culture built on a Zero Harm philosophy.
Develop, implement, and maintain project-specific Construction HSE Plans.
Serve as the site's primary HSE representative and technical resource.
Advise project leadership on safety compliance, risk mitigation, and best practices.
Conduct daily site inspections and safety walkdowns.
Identify hazards and ensure corrective actions are implemented promptly.
Lead and support weekly safety meetings, field audits, and contractor safety reviews.
Contractor & Field Oversight
Monitor contractor and subcontractor compliance with safety requirements.
Review Contractor Job Hazard Analyses (JHAs) and provide recommendations for hazard elimination and mitigation.
Provide HSE guidance and support to contractor management teams.
Oversee field safety personnel and ensure adequate inspection coverage across all work activities.
Coordinate and participate in joint contractor and management safety inspections.
Incident Management & Compliance
Lead and/or support accident, incident, and near-miss investigations.
Conduct root cause analyses and implement corrective and preventive actions.
Maintain records of incidents, injuries, safety observations, and corrective actions.
Prepare and present monthly HSE performance metrics and reports.
Exercise stop-work authority when unsafe conditions or behaviors pose an imminent risk to people, property, or the environment.
Permit-to-Work Administration
Administer and enforce site permit-to-work programs, including:
Confined Space Entry
Lockout/Tagout (LOTO)
Excavation & Trenching
Hot Work Permits
Hazardous Energy Control Activities
Review and approve permits in accordance with established safety requirements.
Required Qualifications
Education
High School Diploma or GED required.
Bachelor's Degree in Occupational Safety, Environmental Health & Safety, Construction Management, Engineering, or a related field preferred.
Experience
5-7+ years of Health, Safety & Environmental (HSE) experience in construction, industrial, manufacturing, energy, utility, or heavy industrial environments.
Minimum 3 years of supervisory or leadership experience in a safety role.
Demonstrated experience overseeing contractor safety programs and field operations.
Experience conducting site audits, inspections, hazard assessments, and incident investigations.
Experience administering permit-to-work programs and enforcing safety compliance requirements.
Technical Requirements
Strong knowledge of OSHA regulations, including:
OSHA 29 CFR 1926

Additional Preferred Qualifications
Bilingual English/Spanish
Experience in large-scale commercial, industrial, utility, energy, manufacturing, EPC, or infrastructure construction projects.
Experience issuing stop-work orders and enforcing safety compliance in high-risk environments.
Physical Requirements
Ability to work daily in active construction and industrial environments.
Ability to walk, climb, and navigate uneven terrain for extended periods.
Ability to work outdoors in varying weather conditions, including heat, cold, rain, and wind.
Ability to support construction schedules that may require overtime, weekends, and off-shift work.

OSHA 30 plus OSHA 510 or
OSHA 500
certifications
Strong contractor oversight experience
Experience with JHAs, LOTO, confined space, and excavation permits
Incident investigation and root cause analysis expertise
Daily field safety inspection and audit experience
Ability to lead safety programs independently on active construction sites
Bilingual English/Spanish communication skills preferred
