This individual administers RCG's safety program and government-accepted Accident Prevention Plan (APP) on assigned federal projects, holding independent authority for all site safety matters. Essential Duties and Responsibilities Serve as RCG's designated SSHO across assigned federal projects, administering the Contractor's safety program and government-accepted Accident Prevention Plan (APP). Maintain a full-time, on-site presence during construction operations, per FAR Clause 52.236-6. Conduct frequent and regular (daily) safety inspections of the site. Conduct a weekly, documented inspection of the entire construction area with subcontractors' Competent Persons (CPs) present in their work areas. Coordinate with, and report safety findings and corrective actions weekly to the Contracting Officer's Representative (COR). Provide a safety briefing to all workers before they begin work, covering site-specific hazards, construction limits, facility safety guidelines, means of egress, emergency procedures, and accident reporting. Coordinate the specialized Competent Persons (CPs) supplied by subcontractors for high-hazard operations (asbestos, electrical, cranes, demolition, fall protection, fire/life safety, ladders, rigging, scaffolds, trenches/excavations). Coordinate the independent monthly site safety inspection conducted by a Certified Safety Professional (CSP) or Construction Safety and Health Technician (CSHT). Required Qualifications Completion of the OSHA 30-Hour Construction Safety course (minimum requirement). Minimum of 5 years of construction industry safety experience - reduced to 3 years for candidates holding a Certified Safety Professional (CSP) or Certified Construction Safety and Health Technician (CSHT) certification, or a safety and health degree from an accredited college or university. (Construction Industry) and 29 CFR 1910 (General Industry) standards. Experience administering Accident Prevention Plans (APPs) and Activity Hazard Analyses (AHAs) on federal construction contracts. Experience with federal (USACE, NAVFAC, VA, or similar) safety compliance strongly preferred. Strong written and verbal communication skills; ability to produce clear, audit-ready daily and weekly safety documentation. Proficiency with construction management software (Procore). Willingness to travel to and be based on-site at federal project locations for extended assignments as RCG's federal project schedule requires (Primarily Fayetteville & Durham, NC). Working Conditions Primarily on an active commercial construction site. Requires the ability to walk uneven terrain, climb ladders/stairs, and work in varying outdoor conditions. Full-time on-site presence during active project assignments is a contract requirement, not a preference. Travel and extended on-site stays at project locations outside the Cary, NC area should be expected (Primarily Fayetteville & Durham, NC).
