Position Summary We are a small, dynamic Government Contracting firm seeking a Senior Facility Security Officer (FSO) to serve as our appointed FSO of record and as a subject matter expert (SME) supporting our government contractor clients.
This is a dual-facing role:
internally, the FSO owns and administers our National Industrial Security Program (NISP) compliance and maintains our active Facility Clearance (FCL) in good standing with DCSA. Externally, the FSO advises client organizations — many of whom are pursuing or maintaining their own FCLs — guiding them through sponsorship, DCSA requirements, and ongoing industrial security program management. This role requires deep working knowledge of NISPOM (32 CFR Part 117), DCSA systems and processes, and the judgment to manage a security program across multiple organizations at once. Key Responsibilities Internal FSO Duties Serve as our appointed Facility Security Officer, maintaining the company's active FCL and NISPOM compliance. Administer our Insider Threat Program; serve as, or oversee, the designated Insider Threat Program Senior Official (ITPSO). Manage the full personnel security clearance lifecycle for employees: initiation, sponsorship, periodic reinvestigation, and processing via DISS/NBIS and e-QIP. Conduct initial security briefings, indoctrinations, annual refresher training, and debriefings for cleared personnel. Maintain and update Key Management Personnel (KMP) records, SF-328, and organizational change reporting to DCSA. Oversee classified material handling, storage, transmission, and destruction in accordance with NISPOM requirements. Manage visitor control, foreign travel reporting, and foreign contact reporting programs. Conduct self-inspections and prepare for DCSA Security Vulnerability Assessments (SVAs); track and remediate findings. Serve as the primary point of contact with the assigned DCSA Industrial Security Representative (ISR). Review incoming DD Form 254s and flow down security requirements to applicable subcontracts and clients. Support proposal efforts by identifying and scoping security requirements for new contracts. Client-Facing FCL & Security Advisory (SME) Serve as the primary SME guiding client organizations through the FCL sponsorship process, from initial eligibility determination through DCSA approval. Advise prospective clients on KMP eligibility requirements, SF-328 completion, and sponsorship letter coordination with the sponsoring government agency or prime contractor. Help clients stand up compliant industrial security programs: policies, personnel security processes, and self-inspection practices. Advise client FSOs (or client leadership acting in that capacity) on maintaining FCL good standing and preparing for DCSA assessments. Act as a trusted advisor across multiple client accounts simultaneously, adapting guidance to each client's contract vehicle, DD-254 requirements, and maturity level. Track and manage the security program workload and priorities across the client portfolio, escalating risk or compliance gaps to leadership. Where applicable, mentor or oversee junior security staff supporting client accounts. General & Administrative Maintain current knowledge of NISPOM (32 CFR Part 117), DCSA policy changes, and evolving
NBIS/DISS
system requirements. Monitor the shared security inbox and action inquiries, requests, and reportable events in a timely manner. Document client and internal interactions, security actions, and compliance status within our tracking systems. Communicate clearly and professionally with employees, clients, and government security officials, including in sensitive or time-critical situations. Contribute to process improvement across our internal security program and client advisory service offering. Required Qualifications Active DoD Secret clearance, minimum, with the ability to obtain and maintain a Top Secret clearance if required by client contracts. U.S. citizenship required (mandatory for FSO eligibility under NISPOM). 5+ years of industrial/personnel security experience, including prior experience serving as an FSO for a cleared facility. Working knowledge of NISPOM (32 CFR Part 117) and DCSA processes, including DISS/NBIS, e-QIP/eApp, and the FCL sponsorship process. Demonstrated experience managing a security program independently, with sound judgment on risk and compliance decisions. Strong client-facing communication skills; able to explain complex security requirements clearly to non-security audiences. Completion of
DCSA/CDSE FSO
Program Management Curriculum for Possessing Facilities (or ability to complete within required timeframe of appointment). Ability to manage competing priorities across multiple client accounts simultaneously. Preferred Qualifications Active Top Secret clearance. Industrial Security Professional (ISP) certification (NCMS) or equivalent. Prior experience advising multiple organizations or clients on FCL sponsorship, not just maintaining a single facility's clearance. Experience with Insider Threat Program administration and self-inspection / DCSA assessment preparation. Familiarity with CMMC Level 2 requirements (NIST
SP 800-171
); ability to assist with, and at times support oversight of, our CMMC compliance and advise clients as needed. Bachelor's degree in Security Management, Business, Criminal Justice, or a related field. Education & Experience Bachelor's degree preferred; equivalent combination of security clearance-related work experience and training will be considered. 5-8+ years of progressive industrial security / personnel security experience, ideally within a government contracting environment.

From $45.00 per hour Expected hours: 5.0 - 20.0 per week
