Administrative Services General Position Summary:
Cares for landscape and exterior grounds; performs a wide variety general and specific maintenance tasks; assists other technicians in the remedial and preventive upkeep of building equipment and systems; helps relocate office equipment and furniture to meet Essential Functions (in a typical work week): Documents own daily work activities and tasks. Performs building and grounds maintenance and repair on a large number of County-owned facilities and installed equipment systems. Directs or performs the maintenance and repairs for parking lots and sidewalks. Plans, schedules, and leads in-service maintenance, repair, and minor construction work for structural components of County buildings; and coordinates with contractors for work performed by contract. Performs highly skilled work involving the general maintenance, repair renovation, and minor construction of County buildings, including necessary, carpentry, plumbing, roofing, and painting work as allowed. Performs a variety of plumbing maintenance or repair tasks including elimination of blockages; repair or replacement of faucets, valve stems, shower heads, or commodes; repair of various flush mechanisms installation of in-line filters; and replacement or repair of damaged PVC or copper pipe as allowed. Repairs leaks in shingle or membrane roofs through replacement of roof sections or application of appropriate caulk. Re-configures or rearranges modular furniture components. Assists the Electrician or HVAC Staff as needed in the installation or replacement of equipment. Arranges for the purchase of necessary supplies, materials, tools, and equipment. Coordinates with contractors and staff concerning outside contract installations, repairs or maintenance. Coordinates with all departments and co-workers any repairs or maintenance that cannot be done during regular working days and schedules it as necessary to be completed. Acquires necessary permits for work to be done to ensure work is completed in accordance with codes. Assists the Facilities Operations Manager in the development and administration of the Division budget and expenditure control. Insures that work is performed safely in accordance with departmental safety procedures and the County Safety Program. Operates equipment safely and reports any unsafe work condition or practice to supervisor. Maintains and repairs landscaped areas, including turf, trees, shrubs and irrigation; cuts lawn, maintains flower beds, trims trees and shrubs; waters lawns and plants. Cut grass areas using various sized power mowers, trimming and edging using a gas powered edger/trimmer Assists with irrigation system installation and maintenance. Operation of sport field equipment including tractors, mowers, aerators, etc.. Lining of sport fields including baseball and soccer. Grass turf replacement and sanding of field depressions Makes miscellaneous minor repairs and adjustments to plumbing, steam and water lines, electrical wiring and equipment, plastering, furniture, woodwork, tile floors and miscellaneous mechanical equipment as allowed by current building codes. Drives a county vehicle. Operates a variety of tools and equipment in the repair of buildings, fixtures, etc. Does minimal maintenance on grounds maintenance equipment. Observes all safety practices and policies of the County necessary to systems operation and maintenance. Supervision is not normally a responsibility of this class, but an incumbent may periodically supervise detained personnel in the performance of building and grounds maintenance tasks. Exercises proper care and maintenance of any County vehicle used in the completion of the responsibilities of this position. Secondary Functions (in a typical work week): Assists the Electrician or HVAC Staff as needed in the installation or replacement of equipment. Plans, designs, estimates, and performs minor construction and renovation projects for county buildings including but not limited to wall framing and insulating; installation and finishing of gypsum wallboard; installation of doors and windows, with all necessary locks and hardware; installation of suspended ceilings; installation of various trim, molding, and cove base; painting; and installation of carpet, ceramic, or vinyl floor tile, or ceramic wall tile. Performs other building repairs including metal fabrication, cabinetry, counter top repair, shelf fabrication, furniture assembly, picture hanging, gluing, and caulking. Assists with Janitorial tasks when required Assists in the task of snow removal from County owned properties operating powered walk-behind and on road equipment in parking lots, and driveways. Responds to emergency, after hours, calls for security issues or building repairs when required.
Responsibility/Accountability:

Physical Requirements:

This factor includes education, previous work experience, professional licenses, certifications, and specific skills necessary to perform the assigned work. The level of knowledge and job understanding required, as well as the investment of the amount of time and effort to acquire this knowledge base and skill, needs to be considered. Positions at this level require skills, training, and/or knowledge base equal to a high school education/equivalent and up to one-year post‑high school education or vocational training. Programs leading to certificates obtained in one year or less are also placed at this level. Skills and abilities needed to complete job assignments often include mathematical computations, operation of minor/small equipment, reading of directions, etc. Skills may be focused in one area. Previous work experience of between 6‑18 months may be required. Capability to reason and think through established process steps is typically needed. Below is an outline of the specific Education type, Experience type or licensure/certification that is required for this role. The County will also consider any equivalent combinations of the qualifying criteria.
- High school diploma or GED and 1 year of additional education or vocational training.
- 6-18 month of work experience required.
- Ability to become CJIS (Criminal Justice Information Services) certified by completing the training and passing the certification process every two years. The certification is the necessary security standard in order to be trusted with private and sensitive data.
- Ability to report to work in the event of extreme bad weather even if Wasco County offices are closed.
- No specific Licensure or Certification required for this role, but the ability to acquire a Pesticide Applicator License and Turfgrass Management Certificate is preferred.
