Job Description

Rise48 Pro Services is building a multi-market residential and commercial service platform focused on HVAC, plumbing, and electrical service, repair, maintenance, replacement, and installation. The HVAC Operations Leader / Qualifying Party will be one of the company's first key hires and will play a central role in launching and scaling the Phoenix HVAC operation. This individual will serve as the company's Arizona Registrar of Contractors (AZ ROC) Qualifying Party for the CR-79 Air Conditioning and Refrigeration, Including Solar classification, which covers both residential and commercial HVAC scope. The individual will be actively involved in the technical, operational, and compliance oversight of HVAC work performed by the business. We are looking for an experienced HVAC leader who can help build a high-performing service organization from the ground up. This is not a passive license-holder position. The CR-79 Qualifying Party will be a senior operating leader actively involved in building, supervising, and scaling the Phoenix residential and commercial HVAC business.
KEY RESPONSIBILITIES
Serve as the company's Arizona ROC Qualifying Party for the CR-79 Air Conditioning and Refrigeration, Including Solar classification and maintain active involvement in licensed HVAC work. Lead technical, operational, and compliance oversight for residential and commercial HVAC service, repair, maintenance, replacement, and installation activities. Help establish the Phoenix HVAC operation, including field procedures, technical standards, safety requirements, quality-control processes, and customer-service expectations. Recruit, evaluate, train, and develop HVAC technicians, installers, apprentices, and field supervisors. Build and maintain service and installation standards designed to reduce callbacks, improve first-time completion, and deliver a consistent customer experience. Assist in developing the HVAC pricebook, repair options, replacement standards, maintenance agreements, and equipment offerings. Establish relationships with HVAC manufacturers, distributors, supply houses, and other key vendors. Support fleet, tools, equipment, warehouse, parts, and inventory planning. Work closely with the CEO and leadership team on staffing plans, annual budgets, revenue targets, gross-margin goals, and market expansion. Help implement and manage the field-service platform, including ServiceTitan, Service Fusion, or a comparable system. Monitor field KPIs including revenue per technician, average ticket, close rate, gross margin, technician utilization, callback rate, membership conversion, and customer satisfaction. Assist with permitting, inspections, licensing matters, warranty issues, and regulatory compliance. Develop an apprenticeship and technician-development program as the business scales. Work with dispatch and customer-service leadership to improve route density, scheduling efficiency, and technician productivity.
REQUIRED SKILLSETS
Significant hands-on and/or managerial HVAC experience. Strong knowledge of residential and commercial HVAC service, repair, maintenance, replacement, and installation. Ability to qualify for and serve as the Arizona ROC Qualifying Party for the CR-79 Air Conditioning and Refrigeration, Including Solar classification. Current or prior Arizona CR-79 qualifying-party experience, or directly relevant Arizona HVAC contractor-licensing experience, strongly preferred. Strong understanding of HVAC codes, permitting, safety, installation practices, refrigerant systems, heating systems, ventilation, ductwork, controls, and system commissioning. Demonstrated experience supervising HVAC technicians and installers. Experience recruiting and developing field personnel. Strong leadership, communication, and problem-solving skills. Ability to operate effectively in a startup or high-growth environment and build processes rather than simply inherit them. Strong commitment to quality, compliance, ethical selling practices, and customer service.
PREFERRED QUALIFICATIONS
10+ years of HVAC industry experience. Previous responsibility for a multi-million-dollar HVAC service or replacement operation. Experience managing 15+ field employees. Experience with ServiceTitan, Service Fusion, or similar field-service software. Experience with flat-rate pricing, maintenance-membership programs, consumer financing, and residential replacement sales. Familiarity with Phoenix-area HVAC market conditions, permitting jurisdictions, vendors, and labor market. Experience opening or scaling a new branch or market. Previous P&L responsibility.
FIRST-YEAR OBJECTIVES

Create a scalable operating model capable of supporting substantial multi-million-dollar revenue growth in Phoenix.
