Clarificion from the agency This position is open to Federal Technicians or a Dual Stus Guardsman assigned to Will Rogers Air Nional Guard Base or those with Priority Placement eligibility. Duties Help The primary purpose of this position is: To serve as a Firefighter (Hazardous Merials Technician/Basic Life Support) assigned to a crew engaged in airfield and structural firefighting and crash-rescue operions. Drives and operes firefighting vehicles of significant complexity to respond to the presence or potential releases of hazardous merials (HAZMAT), for the purpose of stopping or controlling the release, and to conduct performance of non-invasive emergency medical procedures. Performs hazard and risk assessment and conducts a complete incident analysis. Conducts immedie incident surveys to completely identify merials involved, determines specific HAZMAT th have been released, analyzes surrounding conditions to identify the merials and containers involved; predicts behavior of a merial and/or container and recommends mitigion actions. Predicts the potential harm to people and the environment. Develops an approprie stregy for approaching the release site and containing the release. Establishes on scene control procedures, including control zones and decontaminion processing. Employs HAZMAT response procedures and equipment, including liquid splash and vapor protective clothing, self contained brehing apparus, spill containment merials, and extinguishing agents. Performs Basic Life Support. Inities established medical protocols in providing basic life support.
Performs noninvasive emergency procedures:
conducts initial and on-going pient assessment and physical examinion; maintains airway, brehing, and circulion; determines priority of care; monitors pient's baseline vital signs: performs cardiopulmonary resuscition (CPR) and automic external defibrillion (AED); controls external bleeding and tres for shock; ascertains pient medical problems and drug history; assists pients in taking emergency medicions under the direction of standing orders of a physician; establishes communicion with the receiving facility and provides pient informion; employs a variety of established emergency medical techniques, methods, and equipment to stabilize the pient for transport; assists intermedie life support or paramedic staff; prepares approprie and relevant pient care documention; and uses and maintains care of emergency equipment and replaces medical and expendable supplies. Drives and operes firefighting vehicles, such as pumpers, aerial ladder trucks, and Airport Rescue Fire Fighting (ARFF) vehicles. Drives to the scene of the fire following a predetermined route or selecting an alterne when necessary and positions vehicle considering factors, such as wind direction, sources of wer, hazards from falling structures, locion of armament on aircraft, etc. Operes pumps, foam generors, boom and ground sweep nozzles, and other similar equipment. Determines proper pressures, the number of lines, and relays requirements to the booster pumper. When opering a crash truck, maneuvers vehicle to keep the fire in optimum range while ensuring th backflash will not occur. Performs crash-rescue and firefighting duties involving air traffic or support operions where hazardous conditions are such th the expectancy for fire is high and potential for becoming destructive is gre. Performs work airfields handling aircraft (e.g., fighters, bombers, cargo, passenger) carrying large volumes of fuel, conventional and sometimes nuclear weapons, or highly flammable or explosive cargo; or handling a large number of air moves, or a modere number involving pilot training, or other air moves with high crash or fire potential. Support operions involve extensive flightline repair work, hot pit refueling, or the storage or movement of large quantities of gasoline and other fuels. Performs structural firefighting duties for a variety of facilities, which may include large multistoried buildings, industrial areas, and/or base storage facilities. Performs structural firefighting duties facilities which may be engaged in the production, storage, and testing of fuels, explosives, gases, or other chemicals and merials which are capable of producing extensive and hazardous toxicological, biological, or radiological products. Maintains firefighting equipment and fire stion facilities. Performs functional tests and inspections. Performs preventive maintenance on equipment and housekeeping duties associed with assigned facilities. Participion in direct deposit is mandory. Employee must participe in a mandory physical fitness program. Employee is required to use all safety equipment and clothing provided by management. The employee is required to work a 72 hour week on a 24 hour on/24 hour off basis which includes weekends and holidays. May be subject to recall. This is a Testing Designed Position. The employee is subject to random drug testing (IAW HQ-USAF letter ded 29 Jan 90). This position requires the employee to work under adverse environmental conditions and falls under the respirory protection program and hearing conservion program. The work requires the employee to drive a motor vehicle. An approprie, valid driver's license is required. Position requires the ability to discern colors, contrast, and depth. May be required to work the Fire Alarm and Communicions Center (FACC). May be required to maintain current Nional Registry Emergency Medical Technical-Basic (EMT-B) certificion. This requirement should be determined locally. The work may require the incumbent to obtain and maintain the approprie security clearance. This position is designed as Essential Personnel and may be subject to duty in preparion for, or in response to, a ste emergency or disaster declarion. This designion will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG Upon accepting this position, the employee may be required to serve up to a two-year probionary period. Qualificions
GENERAL EXPERIENCE
: Experience, educion or training th demonstred the ability to follow directions and to read, understand, and retain a variety of instructions, regulions, and procedures and th otherwise demonstres the ability to perform or learn to perform the duties of the position.
SPECIALIZED EXPERIENCE
: 1 year equivalent to least the GS-06 level controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade. Possess experience in rescue operions; experience in detection, reduction, or eliminion of potential fire hazards; experience in operion of fire communicions equipment; experience in controlling hazardous merials incidents; and, developing, implementing, or providing training in fire protection and prevention.
SPECIFIC MEDICAL REQUIREMENTS
Eyes:
Corrected distant vision must be least 20/30 in one eye and 20/70 in the other eye. Uncorrected distant vision is required only if it is likely th corrective lenses may be lost or broken. If so, uncorrected distant vision must be least 20/100 binocular. Ability to distinguish basic colors is required. Applicants must be free from acute or chronic eye disease.
Ears:
Using an audiometer for measurement, there should be no loss of 30 or more decibels in the unaided worst ear the 500, 1000, and 2000 Hz levels.
Nose, Mouth, and Thro:
Applicants must be free from conditions th interfere with distinct speech, free brehing, or with the use of brehing apparuses or protective equipment.
Lungs:
Applicants must be free from any pulmonary or chest wall disease or condition th results in not being able to perform the duties of the position.
Heart and Blood Vessels:
The following conditions may be cause for rejection: organic heart disease, valvular or vascular diseases, coronary heart disease, angina pectoris, recurrent syncope, or history of myocardial infarction.
Abdomen:
Acute or chronic disease or inflammion of the abdominal viscera, hernia, or significant enlargement of the liver or spleen th interferes with the performance of the duties of the position cause for rejection.
Spine, Pelvic, Sacroiliac and Lumbo-Sacral Joints:
Applicants must have free movement of spine and pelvic joints.
Neurological System:
Degenerive neurological disease or disorder th results in documented evidence of neurological impairment th renders the applicant unable to perform the duties of the position cause for rejection. A history of serious mental disease may be disqualifying.
Extremities:
Individuals cannot have anomalies in the number, form, proportion, and movement of the extremities th interfere with function. This includes non-united fractures; non-reducible dislocions; united fractures and reduced dislocions with incomplete restorion of function; ampution of arm, hand, leg, or foot; loss of any skeletal portion of the thumb of either hand; loss of more than the two distal phalanges of the ring or little fingers of either hand; any lose joints; pes cavus, weak foot, or clubfoot; flfoot with symptoms unresponsive to orthotics; loss or deformity of gre toe or any two toes on the same foot; torn cartilage or loose foreign bodies within the knee joint; instability of the knee joint; or inadequely healed surgical procedure.
