policy, HCBS settings requirements, and Medicaid billing rules, and drives corrective action when gaps are found. About us. Healthy Living Option Inc. is a Maryland DDA-licensed provider of person-centered support services for people with intellectual and developmental disabilities. Position summary. The QA Specialist is the agency's internal reviewer. This role audits records, billing, sites, and staff credentials; monitors incident management; prepares the agency for OHCQ surveys and DDA quality reviews; and turns findings into trend reports and improvement plans. The role reports to the CEO to keep reviews independent of the programs being reviewed. Essential duties and responsibilities Documentation and record audits Conduct scheduled audits of individual records using a standardized tool, sampling a set share of records each month. Verify that services delivered match the PCP and authorized services, and that progress notes, service logs, risk plans, behavior support plans, nursing care plans, MARs, and consents are complete and current. Billing integrity Cross-check LTSS billing against attendance and service documentation. Flag unsupported units, services outside authorized scope, and overlapping services; report findings and recommend corrections or voluntary repayment where required. Incident management oversight Track reportable incidents for timely reporting to DDA, OHCQ, the CCS, and families or guardians, per DDA's reportable incident policy. Confirm investigations and corrective actions are completed and effective. Identify incident trends by site, shift, or type and brief leadership. Site and HCBS compliance reviews Conduct scheduled and unannounced residential site visits covering safety, fire drills, emergency plans, medication storage and administration, and environment.
Review HCBS settings compliance:
privacy, choice, community access, and properly justified and approved rights restrictions. Staff training and credential compliance Audit staff files for current CPR/First Aid, CMT certification where applicable, DDA-required training, person-specific plan training, and background checks. Coordinate with HR, which owns tracking; QA owns verification. Survey readiness and corrective action Run mock surveys ahead of OHCQ licensing surveys and DDA quality reviews. Draft and coordinate Plans of Correction and confirm fixes are sustained. Quality improvement and reporting Produce monthly and quarterly QA reports with trends and recommendations for the CEO. Contribute to the agency's Quality Enhancement Plan and policy updates when regulations change. Administer satisfaction surveys with people supported and their families. Training and coaching Deliver refresher training to Program Coordinators and direct support staff on documentation, incident reporting, and billing rules. Other duties as assigned. Qualifications Required Bachelor's degree in human services, social work, psychology, health administration, or a related field. At least 2 years of experience in Maryland DDA or other developmental disabilities services, such as Program Coordinator, CCS, QIDP, or QA. Working knowledge of
COMAR 10.22, DDA
policy, the HCBS settings rule, PCPs, and Medicaid documentation and billing requirements. Experience conducting audits or record reviews and writing findings. Valid Maryland driver's license, reliable transportation, and an acceptable driving record. Ability to pass a criminal background check. Preferred Experience preparing for OHCQ surveys or writing Plans of Correction. Familiarity with LTSS Maryland and
PCIS2. CMT
certification, or nursing background for medication audits. Experience building trend reports in Excel or similar tools. Skills High attention to detail and consistent use of audit tools. Clear, objective written findings. Constructive, non-adversarial communication with peers and leadership. Sound judgment and confidentiality with protected health information. Independent time management across multiple sites. Working conditions Office-based with frequent travel to residential sites, including occasional evenings or weekends for unannounced visits. Ability to climb stairs and conduct walkthroughs of homes.
Pay:
$55,000.00 - $60,000.00 per year
