Job Description
Administrative Officer III (C26025/545574) Community Engagement Associate Recruitment # 26-002247-0055 Filing Deadline - 8/17/2026 11:59:00 PM $30.28 to $32.78/hour (Grade 15, Step 5 to Step 9, with promotional growth to $47.75/hour) This is a Contractual position with State of Maryland Benefits Work that Matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of affordable housing and revitalizing communities. Annually, DHCD finances approximately 2,700 units of multifamily rental housing in 40 properties, amounting to $350 million in construction and permanent financing. Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low-income housing tax credits, federal HOME funds and other federal funds.

The programs that the division administers provide energy efficiency improvements that help reduce costs to residents, increase comfort, improve health and safety in the home, support local employment, and contribute strongly towards meeting the State's environmental goals. This program portfolio consists of programs such as the US Department of Energy Weatherization Assistance Program (WAP), EmPOWER Whole Home Efficiency Program, EmPOWER Multifamily Energy Efficiency and Housing Affordability Program (MEEHA), Maryland Energy Assistance Program (MEAP) for Crisis/No-Heat/No-Cool, Energy-Efficient Homes Construction Loan Program (NetZero), and the BeSMART Home Energy Loan Program (BeSMART).
GRADE 15
This position offers a salary range of $30.28 to $32.78 hourly with the potential for advancement up to $47.75 hourly based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $30.78 hourly.

POSITION DUTIES
The Department of Housing and Community Development is seeking an experienced and self-motivated Community Engagement Associate. This is a unique opportunity for a qualified candidate to join our team during a period of significant growth in the industry for a long-term career that includes a competitive salary, State benefits, industry standard continuing education, and a hybrid work schedule. The Community Engagement Associate is responsible for providing assistance to the Housing and Building Energy Programs (HBEP) Division as assigned. The position is responsible for performing client engagement activities statewide. This includes identifying applicable outreach events, coordinating logistics, and attending such events. This work will require frequent travel to different parts of the State. The position also supports training events and may hold presentations to inform partner organizations about program benefits and opportunities. This includes establishing connections with relevant partners and maintaining relationships by following up and initiating communication via phone or email. The Energy Community Engagement Liaison tracks data about outreach and marketing events, analyzes this data, and provides reports to the business development and program managers as requested. The position will also ensure a smooth transition from prospective clients to program enrollment by providing required application documents and connecting clients with the relevant intake team. Community Engagement Associate must become and stay knowledgeable about DHCD's energy programs, including single-family and multifamily energy programs, and inform prospective clients about program benefits and how to apply.
MINIMIUM QUALIFICATIONS
Education :
Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience :
Three years of administrative staff or professional work.
Notes :
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Bachelor's degree in marketing, business, social studies, or other related field
Experience with various marketing activities (i.e. Market research, data analytics, customer enhancement, creating engagement and informative content, strategy)
Experience engaging with community partners/outreach
Customer service experience
