Position summary Support NOAA's Directed Take Program in processing scientific research, enhancement, and photography permit applications under the MMPA and ESA, including environmental analyses, public/stakeholder communication, system migration, and records management. Key responsibilities

• Review permit and authorization applications; coordinate with applicants; conduct analyses; respond to public comments; and draft required documents.
• Support NEPA analyses and ESA consultations associated with permit issuance.
• Evaluate scientific literature and agency information concerning impacts, mitigation, and monitoring for marine-mammal activities.
• Communicate program policies, requirements, and issues to applicants, the public, Federal agencies, NOAA programs, and leadership.
• Assist migration to a new permit application/management system through bug testing, user acceptance testing, QA/QC, and manual data entry.
• Support hardcopy and electronic records cleanup, FOIA requests, and organized records management. Required qualifications
• Bachelor's degree in marine biology, wildlife biology, environmental science, natural-resource management, or a related field.
• At least 8 years of directly relevant professional experience meeting Scientific Services Level 2.
• Experience with protected-species permits, regulatory review, environmental compliance, or comparable scientific authorization processes.
• Strong analytical writing, customer communication, document-quality review, and workload-tracking skills.
• Ability to support database testing, precise data entry, records management, and FOIA-related activities. Preferred qualifications
• Direct experience with MMPA Section 104 and ESA Section 10(a)(1)(A) permits.
• NOAA APPS or another permitting/case-management platform.
• NEPA documentation, ESA consultation, UAT, or Federal records-management experience. Employment conditions
• Full-time unless otherwise specified; baseline schedule assumes a standard 40-hour workweek. Overtime is not anticipated and requires advance written Government authorization.
• Offsite and hybrid work are subject to COR/Government approval.

Candidate must be available to work onsite at

NOAA/NMFS/OPR, 1315

East-West Highway, Silver Spring, MD, when requested.

• Limited CONUS travel may be required. Candidate must maintain U.S. work authorization, pass required background/security processing, obtain a DOC badge as applicable, and complete mandatory NOAA training.
• Final compensation will depend on directly relevant experience, education, specialized expertise, location, benefits, work schedule, and contract constraints.

Pay:

$92,000.00 - $125,000.00 per year
