Job Summary The Tribal Historic Preservation Officer (THPO) is responsible for protecting and preserving the cultural, historic, and archaeological resources of the Iipay Nation of Santa Ysabel in accordance with Tribal laws, policies, and applicable federal requirements. The THPO directs the day-to-day activities of the Tribal Historic Preservation Office and is responsible for its oversight, management, and accountability. The THPO coordinates with Tribal Council, Tribal departments, and applicable federal, state, and local agencies to protect the Tribe's cultural resources. The THPO is appointed by the Iipay Nation of Santa Ysabel Tribal Council and will coordinate with the National Park Service as required. This job description is not all-inclusive. The THPO is expected to perform additional duties necessary to meet the goals and objectives of the Tribal Historic Preservation Program while honoring the Tribe's sovereignty, cultural traditions, and values. Responsibilities
- Administers the Iipay Nation of Santa Ysabel Tribal Historic Preservation Program and implements the Tribe's Historic Preservation Plan.
- Identifies, documents, surveys, and maintains inventories of historic, archaeological, cultural, and traditional properties.
- Oversees Tribal historic preservation compliance, permits, and consultation related to projects that may affect cultural resources.
- Coordinates with Tribal, federal, state, and local agencies regarding Section 106, NAGPRA, National Register, and other applicable historic preservation requirements.
- Protects properties and places of religious, cultural, and historical significance within the Tribe's ancestral and aboriginal lands.
- Conducts historical and cultural research and provides education, training, presentations, and technical assistance to the Tribe and community.
- Advises Tribal Council, Tribal departments, legal counsel, agencies, consultants, and other partners on historic preservation matters.
- Manages preservation grants and contracts, including budgets, reporting, compliance, and deliverables.
- Prepares program reports and recommendations for Tribal leadership and performs other duties as assigned. Requirements
- Knowledge and understanding of Iipay culture, history, traditions, and Tribal sovereignty.
- Maintains strict confidentiality and demonstrates integrity, professionalism, and sound judgment.
- Strong organizational, analytical, research, and technical writing skills with attention to detail.
- Excellent verbal and written communication skills and ability to work effectively with diverse individuals and organizations.
- Ability to manage multiple priorities and work effectively in a fast-paced environment.
- Ability to build and maintain positive working relationships with Tribal leadership, employees, Tribal citizens, agencies, and community partners.
- Must be a self-motivated individual with good planning and organization skills.
