Hazelbrook Recovery Services was founded in 2016 by Gene Shvedov, whose personal recovery journey inspired a new approach to behavioral health care in Colorado. What began as a vision for individualized recovery has grown into a thriving network that includes clinical services, sober living, a nonprofit community center, and a dedicated behavioral health division. Every bill that changes Medicaid reimbursement, every BHA rule that shifts credentialing, and every zoning fight over a new sober living home affects real people in recovery. ABOUT THE ROLE

SUD & Behavioral Health Policy:

Track and engage on state legislation affecting substance use disorder treatment, recovery residences, harm reduction, and Medicaid-funded behavioral health care. This is the core of the role, not a side effect of it.

Agency & Regulatory Relationships:

Build and maintain relationships with the Behavioral Health Administration and HCPF, and represent Hazelbrook's interests as licensing, staffing ratios, and reimbursement rules evolve.

Local Representation:

Represent Hazelbrook in zoning and land-use matters when a new location faces community pushback, turning neighborhood opposition into informed support for recovery housing.

Coalition & Field Leadership:

Coordinate with allied nonprofits and industry associations so Hazelbrook has a seat at the table on the policy decisions that shape recovery housing and SUD treatment across Colorado.

Strategic Advising:

Flag regulatory changes before they hit, and translate policy shifts into plain guidance our leadership team can act on.

MUST HAVE

Experience:

Established track record in Colorado state or local government relations, ideally in behavioral health, SUD treatment, housing, or nonprofit issue areas.

Registration:

Registered professional lobbyist with the Colorado Secretary of State, or willing to register.

Knowledge:

Working knowledge of BHA licensing, SUD credentialing, and Medicaid behavioral health policy.

Skills:

Comfortable in local zoning and land-use processes, strong written communication, self-directed, and genuinely motivated by the mission, not just the mechanics of the job.

NICE TO HAVE

Relationships:

Existing relationships at the Capitol and with relevant state agencies.

Experience:

Prior work with recovery housing, sober living, or SUD treatment providers.

Coalition Work:

Experience coordinating with allied nonprofits or industry associations on shared priorities.

DETAILS:

Engagement:

1099 contractor role, not an employee position.

Coverage Area:

Supporting sites in Denver Metro, Colorado Springs, Longmont, and Pueblo.

Scope:

The monthly retainer covers ongoing bill tracking, agency relationship maintenance with BHA and HCPF, and a standing monthly briefing to Hazelbrook leadership on anything moving that affects our sites or clients. Active-campaign hours apply when Hazelbrook is directly engaged on a specific bill, rule, or zoning case: testifying, drafting public comment, or meeting with legislators or a planning board on our behalf.

Rate:

$4,000 to $7,500/month retainer

Pay:

$120.00 - $200.00 per hour Application Question(s): Are you currently a registered lobbyist with the Colorado Secretary of State, or willing to register? How many years of experience do you have in Colorado state or local government relations? Do you have working knowledge of BHA licensing, SUD credentialing, and/or Medicaid behavioral health policy? Are you comfortable navigating local zoning and land-use processes (e.g. representing an organization at planning board or city council meetings)?
