Position Summary Boise County is seeking a Planning and Zoning Administrator to oversee the administration and enforcement of County land-use, zoning, subdivision, building, and floodplain regulations. This position serves as the County's Floodplain Administrator and Building Official, manages Planning and Zoning staff, and provides professional guidance to the Planning and Zoning Commission and Board of County Commissioners. Essential Duties Interpret and administer County land-use ordinances and applicable state and federal laws. Provide land-use expertise and recommendations to the Commission and Board. Process building permits, conditional-use permits, variances, subdivisions, boundary-line adjustments, and other development applications. Conduct pre-application meetings, site visits, and application reviews. Prepare staff reports, findings of fact, conclusions of law, and recommendations. Coordinate lawful public hearings, notices, agendas, and supporting materials. Assist with ordinance, resolution, and comprehensive-plan revisions. Serve as Floodplain Administrator and Building Official. Supervise, train, and evaluate Planning and Zoning employees. Prepare and administer the department budget, monitor expenditures, and reconcile trust accounts monthly. Coordinate technical reviews with engineers and other professionals. Oversee the County's rural addressing and mapping system. Improve department efficiency, customer service, and application turnaround times. Maintain effective relationships with applicants, residents, County officials, legal counsel, and government agencies. Minimum Qualifications Applicants must have either: At least four years of experience in land development or land-use planning; or A bachelor's degree in planning or a related field and at least two years of relevant experience. Qualified applicants must also demonstrate knowledge of: Idaho land-use, subdivision, annexation, zoning, and floodplain laws. Public-hearing and open-meeting requirements. Comprehensive planning and ordinance enforcement. Site plans, blueprints, land-development practices, and real estate principles.
