Job Description

The primary function of this entry-level planning position is to follow Local, State and Federal policies to perform current and long-range planning activities including permit review, data research and analysis, public meeting coordination, preparation of staff reports, and assisting the public with development policies. The Planner is expected to work more independently than a Planning Technician with a review of their work by a supervisor or Planning Director. Provides technical assistance and information of limited complexity to staff and the public in the administration of specific planning programs areas or ordinances. Assists in community engagement activities, plan public engagement events, and manages internal and external communications. Assists in promoting and participating in public education and awareness of urban planning. Provides internal and external customer service on planning issues. Participates in the development of various (short and long range) plans and their implementation through the zoning ordinance, subdivision regulations and other regulations. Researches and compiles information on a variety of planning issues from multiple sources. Reviews building permits, sign permits, landscaping plans and site plans Prepares narrative staff reports and recommendations of limited complexity, such as special use permits, zoning, plats and variances. Provides assistance with regard to zoning, legal descriptions, public hearings, etc. following State/Local Government regulations to meet legal deadlines. Prepares maps, charts, tables of average complexity. Participates in a regular rotation of "Planner On Duty" for customer support purposes. Assists in training of coworkers. Assists helpers, assistants, interns, and temporary employees. Coordinates with GIS department on updates to data. Consults with employees, developers and surveyors on development policies. Prepares public notices, mailing lists, and property owner verifications. Accepts applications and preparing case files for zoning, plat and variance requests. Prepares and posts agendas for P&Z, ZBA and HPB. Investigates violations of planning regulations and ordinances, including site visits. Attends public meetings, assisting other planning staff as appropriate. Performs routine office tasks in designated program areas, including data entry, file management, copying and answering telephone. Develops and maintains automated tracking systems, hard copy files and records. Performs other duties as assigned.
SKILLS, KNOWLEDGE AND ABILITIES
Exercises good problem solving and critical thinking skills. Possesses understanding of planning practices and principles. Possesses ability to collect data and use analytical thinking. Possesses strong writing skills. Knows the principles, practices and techniques of zoning and subdivision ordinances. Has the knowledge of or the ability to learn GIS. Must be able to operate a personal computer, copier, printer, calculator, recording equipment and multi-line phone system. Has the ability to use Windows, word processing spreadsheets, and database programs. Has the ability to prioritize time and items for timely completion of projects. Follows established laws, ordinances and staff policies. Has the ability to establish and maintain effective working relationships. Has the ability to communicate effectively orally and in writing. Has the ability to sit 6 hours daily; bend, stoop, walk, and stand occasionally. Education and Experience Associate's degree, plus one to three (3) years of related experience or a Bachelor's Degree in Geography, Urban Planning, or related field. Must possess a valid Texas driver's license with a clear driving record. The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an Associate's Degree, and eight years of relevant experience will be considered in place of a Bachelor's Degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree. The City of Tyler supports a policy of a drug and alcohol free workplace. All candidates are subject to pre-employment testing, which may include, but is not limited to, Drug and Alcohol Screenings, Work Fitness Evaluation, Criminal Background Check, and Consumer Report/Credit Check. No person under eighteen (18) years of age will be employed in any regular full-time position. Persons under eighteen (18) years of age may be employed in temporary or regular part-time positions, if they furnish the City with a minor's release (Form 2-2) and are approved by the City Manager. No person under eighteen (18) years of age will be employed in any position requiring the operation of a City motorized vehicle.
