Zoning Enforcement/Office Assistant

Job Description

GENERAL PURPOSE
Performs a variety of technical duties as required to assure compliance with county and state ordinances. Performs work in the enforcement of zoning and other land use codes and reviews land use plans as needed.

Works under the general supervision of the Zoning Administrator

ESSENTIAL FUNCTIONS
  • Answers inquires from architects, attorneys, real estate personnel, building contractors and the general public regarding land usage, zoning codes and related ordinances;
  • Performs zoning permit inspections, based on approved plans, to ensure compliance with zoning codes and regulations;
  • Performs land use and zoning inspections as necessary, under respective county zoning codes;
  • Conducts fi eld investigations to determine compliance of properties with the codes and issues notices of violation or citations for non-compliance.;
  • Maintains official record of all business and activities, including complaints of violation(s) along with photographs of the violation and the action taken.
  • Maintain knowledge of zoning ordinance and of zoning practices and overall planning goals of the county and maintain and update zoning ordinances
  • Review commercial and residential building permits, plans and specifi cations to assure compliance with county zoning ordinances;
  • Review and monitor building setbacks, sign requirements, driveways, parking lots, dumpster utilization and placement and related site compliance concerns;
  • Conduct field investigations and inspect properties for violations, attempt to make contact at the residence for business in order to resolve violation;
  • Issue and post warning notices, notices of violation, corrective notices, orders to comply and related documentation for code violations;
  • Schedule and perform all follow-ups functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances;
  • Answer phone calls and helps the public with questions regarding zoning, permits, zoning complaints and projects.
Perform related duties as required.
MINIMUM QUALIFICATIONS
1.
Education and Experience:
Graduation from high school or equivalent; plus two (2) years of progressively responsible experience performing above related duties which may include zoning enforcement and land use planning, and one (1) year of which has been directly involved in the building trades, field inspection of construction techniques and materials, or equivalent. An equivalent combination of education and experience may be considered. 2.
Required Knowledge, Skills, and Abilities:
Considerable knowledge of:
  • County zoning and land use regulations, rules and procedures;
  • Office practices and procedures;
  • Land Measurement and legal descriptions;
  • Legal system and procedures for initiating sanctions for code violations;
  • Legal system and procedures affecting planning, zoning and related operations of the county;
  • Procedures and processes used in the establishment of codes and ordinances;
  • Basic drafting techniques, blueprints, and related specifications;
  • Interpersonal communication skills 3.
Special Qualifications:
  • Must possess a valid Utah Driver's License 4.
Work Environment:
  • Tasks required a variety of physical activities not generally involving muscular strain
  • Physical activity and demands are frequently related to walking, standing, stooping, climbing, and reaching
  • Occasional lifting generally not to exceed 35 pounds
  • Talking, hearing, and seeing or other effective communication is essential to job performance
  • Mental application utilizes memory for details, emotional stability and discriminating thinking common to most job functions
  • May be exposed to potentially hostile environments
  • Frequent travel required in course of performing portions of job functions
Pay:
From $22.62 per hour Expected hours: 40.0 per week
