Job Summary:
This position develops a Work First relationship with all participants, focusing on placement in employment. The Career Development Representative (CDR) can provide services to participants in the Temporary Assistance for Needy Families Program (TANF), Supplemental Nutrition Program (SNAP), the Workforce Innovation and Opportunity Act (WIOA) and any other special programs. This position provides advanced career services, including job development, training coordination, testing, and counseling, using a case management approach. This role supports individuals facing economic disadvantages, dislocation, or multiple employment barriers in achieving sustainable employment. The position requires independent decision-making, strong critical thinking, and the ability to meet performance goals while authorizing program funds for training and supportive services.
Essential Job Functions:
Completes onboarding and initial Department of Children and Families training, FLWINS training and Completion of Florida Workforce Certification Tier. Understands and can articulate the goals of CareerSource Florida and our WorkFirst priority. Completes Workforce Innovation and Opportunity Act Training. Apply critical thinking to evaluate employability skills, identify barriers and determine steps to achieve employment. Meet and maintain established performance standards for employment placement, case management, compliance, and customer outcomes. Demonstrates an ability to perform accurate compliance. Fully understands and can utilize Florida Commerce monitoring tool for case review to ensure compliance. Demonstrates effective case management in MIS systems. Performs timely and accurate completion of documentation, data entry, and reporting in accordance with federal, state, and local regulations with minimal assistance. Participates in workshops, orientations, and job readiness activities to prepare participants for employment. Understands and demonstrates the need for confidentiality and professionalism while delivering customer service to diverse populations. Manage assigned caseloads, activities, and indicators of performance, through the use of available data from Data Insights, to achieve compliance deadlines and performance requirements. Advanced CDR Level:
Analyze data and program requirements to make informed decisions regarding service delivery and resource allocation. Manage cases independently, ensuring timely and accurate completion of documentation, data entry, and reporting in accordance with federal, state, and local regulations. Authorize financial obligations for training and supportive services within program guidelines. Authorize incentive payments for eligible participants. Facilitate workshops, orientations, and job readiness activities to prepare participants for employment. Engage employers and community partners to create job placement opportunities and strengthen workforce connections. Provide mentorship and guidance to lower-level CDR, sharing best practices and supporting team development. Maintain confidentiality and professionalism while delivering exceptional customer service to diverse populations.
Non-Essential Job Functions:
Represent CareerSource Southwest Florida at community events, committee meetings, and outreach activities, which may include public speaking and leadership roles. Promote career center services and employer solutions through presentations to businesses, professional organizations, and community agencies. Collaborate with state and local agencies to coordinate services and strengthen partnerships. Support Business Services division activities, including on-site recruitment, candidate screening, and interviewing in coordination with employment representatives. Provide coverage for reception and resource areas as needed and assist in resolving customer concerns. Perform other related duties as assigned to support program goals and organizational success. Represent CareerSource Southwest Florida at job fairs, outreach events, and community activities to promote workforce programs. Other duties as assigned.
Supervision Received :
This position receives direct supervision from the County Manager (or Assistant Supervisor) and may receive indirect supervision from a Program Manager, Centers Director, or COO.

Internal - Works cooperatively and professionally with all internal staff. External -May interface with social service agencies, public, private sector, and other agencies.
Minimum Requirements:
Education Level:
Associate degree or two (2) years of workforce development, social services or human services, education, and case management experience. A work history demonstrating consistent professional skill development in customer service, communication, regulatory compliance, relationship-based sales, or related skills, may be considered in lieu of formal education and workforce development experience. Florida Workforce Professional Certification Tier I or must be achieved within 60 days. Additional Education for

Bachelor's degree or four (4) years of workforce development or social services/human services experience with increasing responsibility.
Minimum Requirements Continued:
Knowledge/Skills/Abilities:
Proficient in Microsoft Office Word, EXCEL PowerPoint, Teams, and SharePoint. Excellent verbal and written communication, and customer service skills. Excellent attention to detail and ability to document case management details. Strong critical thinking and analytical skills. Ability to conduct assessments and determine customer recommendations. Ability to balance multiple caseload tasks and to manage and meet strict deadlines. Ability to handle confidential information responsibly. Ability to work with diverse populations. Advanced CDR Level:
Advanced understanding of workforce programs and case management. Strong leadership, mentoring and outreach skills. Ability to interpret policies related to issuing and authorizing payments and services. Ability to manage complex case loads while meeting required deadlines.
Other Requirements:
Reliable transportation may be necessary for travel throughout the workforce development region. May attend various functions and meetings which may occur before or after normal business hours, or outside region. Valid Florida Drivers License and Insurance. Obtains CEUs to maintain Certification Tier 1 status.
Physical Requirements:
Physical ability to perform the above listed Job Functions. May be required to sit for long periods of time. Infrequent light physical effort required - reaching above shoulder heights, below the waist or lifting as required to file documents or store materials throughout the workday. Proper lifting techniques required may include lifting to 25 pounds for files and computer printouts on occasion. Work is performed in an office environment and will also require prolonged periods of time in front of a computer.
