The Director of Adult Services is responsible for the overall leadership, management, and quality of Adult Day Training (ADT) and Employment Services. The Director ensures high-quality, person-centered services that promote participant independence, community integration, employment, and achievement of personal goals. The Director oversees program operations, contracts, compliance, participant outcomes, staffing, quality assurance, community partnerships, and departmental financial performance. Essential Duties & Responsibilities Provide overall leadership and direction for Adult Day Training and Employment Services in accordance with the agency mission, contracts, regulations, and organizational policies. Oversee daily program operations, including service delivery, staffing, scheduling, participant needs, documentation, and program activities. Recruit, supervise, evaluate, coach, and develop department staff; coordinate personnel recommendations with Human Resources and appropriate leadership. Provide guidance and troubleshooting assistance to staff regarding participant needs, service delivery, employment matters, and program concerns. Attend Participant Service Planning and Employment Planning Meetings as needed to support service coordination, advocacy, and achievement of participant goals. Participate in the Project SEARCH Advisory Council and support the development and coordination of Project SEARCH activities and partnerships. Ensure services are person-centered and outcome-focused, supporting participant independence, community participation, skill development, and meaningful employment. Oversee Employment Consultant activities, including caseload assignments, employment planning, job development, employer outreach, job coaching, job retention, follow-up services, and required documentation. Monitor caseloads, workloads, staffing levels, and service delivery to ensure appropriate coverage, timely services, and effective use of department resources. Develop and maintain positive relationships with employers, businesses, referral sources, funding agencies, community organizations, and other partners to support participant services and employment opportunities. Develop and implement new programs, services, partnerships, and initiatives that support participant needs, program growth, and organizational goals. Ensure compliance with applicable contractual, regulatory, licensing, Medicaid, Vocational Rehabilitation, HIPAA, funding, and organizational requirements. Monitor program quality and performance, including participant outcomes, customer satisfaction, case file reviews, productivity, documentation, audits, and contract monitoring; implement corrective actions or improvements as needed. Oversee accurate and timely Vocational Rehabilitation billing, documentation, and reconciliation in accordance with program and funding requirements. Prepare and provide reports, evaluations, recommendations, data analyses, and program updates to the CEO, leadership, funding sources, and other authorized parties. Participate in the preparation, implementation, and monitoring of the department budget and monitor revenues, expenses, staffing, and other financial indicators. Recommend and implement policies, procedures, and operational improvements that increase department effectiveness, efficiency, quality, and sustainability. Identify and assist with grant and funding opportunities, including proposal development, program information, and required reporting. Represent the organization and its programs through community presentations, meetings, networking events, civic and business organizations, conferences, and other professional activities. Address participant, family, staff, referral source, employer, and community concerns appropriately and escalate significant issues to leadership when necessary. Promote a positive, respectful, inclusive, and accountable work environment and participate in agency meetings, committees, training, strategic planning, and special projects as assigned. Maintain professional knowledge and skills, protect confidential information, comply with HIPAA and privacy requirements, and perform other duties consistent with the position and organizational needs.
Physical Requirements:
Prolonged periods sitting at a desk and working on a computer. Ability to communicate effectively verbally and in writing.
Equipment Used:
Computer, printer, scanner/copier/fax machine, accounting software, Electronic Health Records system, project management tools, and Microsoft 365.
Qualifications:
1. Four years of proven experience in a public vocational rehabilitation and/or workforce development setting working with individuals with disabilities, including responsibilities in job coaching and job placement for individuals with disabilities while fostering workforce skill development; ensuring active engagement, and advancing workforce outcomes through advocacy and tailored support plans that result in competitive integrated employment. OR 2. A Master's Degree in fields such as rehabilitation, counseling, social work, psychology, exceptional education, teaching certificate K-12 ESE, human resources, business administration, economics, from an accredited college or university, and one (1) year experience as described in box one (1). OR 3. A Bachelor's Degree in fields such as rehabilitation, counseling, social work, psychology, exceptional education, teaching certificate K-12 ESE, human resources, business administration, or economics, from an accredited college or university, and two years' experience as described in box one (1). OR 4. An associate's degree from an accredited college or university, or a bachelor's or master's Degree in an unrelated field, and three years' experience as described in box one (1).
Required Skills/Abilities:
Demonstrated leadership ability, confidence, and executive presence. Strong analytical, reasoning, problem-solving, and decision-making skills. Proficiency with Microsoft 365 and technology tools that support operational efficiency. Strong oral and written communication skills. Ability to work independently, take initiative, and manage multiple priorities and projects. Ability to exercise sound judgment and maintain confidentiality. Ability to follow established safety procedures and practices.
