The Youth Initiative Coordinator is responsible for overseeing the ISY Advisors for fully implementing a JAG-Like Model into an assigned school and achieving process standards and performance goals.

DUTIES:

This position will manage, implement, guide, drive regional activities tied to WIOA Youth funding. This role will assume both In School and Out of School projects as well as explore regional youth recruitment and engagement. Will be responsible for the exiting schools that will offer \"JAG-like\" activity in the schools and find ways to connect with Adult Education, Home and Charter Schools, presence with Post-secondary schools to promote training funding as well as make Work-based learning including placement, orientation, job-search workshops a foundation of the workforce system. Administers testing programs including pre-/post-tests and career interest surveys. Ensures positive perceptions of the ISY/OSY Advisor position and program within schools by developing and maintaining positive, effective working relationships with school personnel including teachers, administrators, students and Guidance Counselors. Advocates for the ISY/OSY program and develops a pool of effective community support resources by working with employers, parents, civic groups and legislators to build awareness of and support for the program; develops job opportunities, participates in public relations activities, attends meetings and speaks to various community groups. Builds appreciation for teamwork, sense of belonging, and commitment to community service among the programs students by organizing and creating training opportunities through hands-on activities, film presentations, guest speakers, and workshops; assists with civic and social opportunities. Provides ISY/OSY with guidance, counseling, and support within appropriate limits; refers students to additional support services on an as-needed basis; takes responsibility for learning and complying with WIOA policies such as mandated reporting, discipline, attendance, and the like. Complies with all WIOA documentation requirements in a timely fashion including contacts and activities involving students, employers, and other groups; develops and maintains a well-organized filing system. Records information and data daily using Indiana Career Connect (ICC) and ensures that ISY Advisors utilize ICC. Finds and develops Work Experiences, internship opportunities, and potential employment during high school for ISY and after graduation for OSY. Assists clients with writing and revision of job search paperwork, including employment applications, cover letters, resumes, reference letters, and thank you letters. Conducts practice interviews and provides networking tips. Secures positions of employment within the County for clients of employment opportunities. Maintains communication with mentor organizations, employers and community organizations. Maintains strong and positive presence in community in order to promote recruitment and employment of youth. Assists WIOA eligible ISY students and WIOA eligible OSY in finding and maintaining quality employment and/or post-secondary educational programs upon graduation; works closely with students and employers for 12 months after the end of the school year to ensure a satisfactory employment outcome; develops a plan for contacts with non-graduates to ensure effective transition to employment or additional education. Completes special projects and other projects and duties, as assigned by the Regional Program Director.

I. JOB REQUIREMENTS

Bachelor's degree in social service, counseling, business, education, or a related discipline is preferred. Equivalent combination of training, education and experience may be considered. Must be at least 21 years of age and ability to meet all hiring requirements, including passage of drug test and background check. Extensive knowledge of Workforce Innovation & Opportunity Act (WIOA) requirements and measurement standards to ensure positive outcomes. Experience working with youth accompanied by knowledge of adolescent development issues. Skills in human relations, leadership, supervision and motivational techniques. Ability to work 12 months per year. Ability to work independently while managing multiple priorities. Ability to establish the appropriate boundaries while developing and nurturing supportive relationships with students. Ability to educate a variety of constituencies and interested parties about the program by developing ongoing relationships and making formal presentations. Ability to develop curriculum and educational opportunities consistent with the WIOA requirements. Working knowledge of basic computer applications and an Internet browser. Willing to work in a highly accountable and performance-based program. Knowledge of and ability to provide training to clientele on resume preparation, proper interviewing skills/conduct, and networking skills. Working knowledge of standard office procedures, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations. Working knowledge of English grammar, spelling, and punctuation, and ability to conduct public presentations and prepare detailed written reports as required. Ability to properly operate standard office equipment, including computer, printer, calculator, shredder, and telephone. Ability to effectively communicate orally and in writing with co-workers, other JobWorks departments, various community organizations, social service agencies, educational institutions, various employers, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities. Ability to provide public access to or maintain confidentiality of department information and records according to state requirements. Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct. Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons. Ability to work alone with minimum supervision and work with others in a team environment. Ability to work on several tasks at the same time, often under time pressure. Ability to understand, memorize, retain, and carry out oral and written instructions. Ability to compare or observe similarities and differences between data, people, or things. Ability to compile, analyze and evaluate data, make determinations, and present findings in oral or written form. Ability to file, post, mail materials, and maintain accurate and organized records. Ability to occasionally work extended hours, weekends, and travels out of town, but typically not overnight. Possession of valid driver's license and demonstrated safe driving record.

III. RESPONSIBILITY

Candidate uses standard departmental practices, policies, and procedures to apply to specific situations and tasks. Unusual situations or problems with irate clients are discussed with supervisor. Frequently, decisions are made which are restricted only by organization-wide policies. Work product is subject to supervisory review upon completion and is assessed according to attainment of desired results, soundness of judgment, and general conformity with departmental standards and policies.

Candidate maintains frequent contact with co-workers, other County departments, other community organizations, social service agencies, educational institutions, various employers, and the public, for purposes of exchanging/information and rendering service and instruction.
