Job Description

Job Summary Mercy House is seeking a skilled and mission-aligned Housing Counselor to support individuals and families in their transition from homelessness to stable housing. This position plays a critical role in identifying housing opportunities, removing barriers to access, and facilitating long-term housing stability for clients. The Housing Counselor will conduct housing searches, build landlord relationships, and provide intensive housing navigation and case support to individuals at risk of or experiencing homelessness. Key Responsibilities Client Housing Support & Case Management Conduct initial intakes and comprehensive assessments to identify client barriers and service needs. Assist clients with housing searches and provide updated rental opportunity lists on a weekly basis. Ensure clients are accessing all eligible public benefits and services; make referrals to partner agencies as appropriate. Assess and facilitate eligibility for rental, utility, or move-in assistance in accordance with program guidelines. Landlord Engagement & Housing Placement Build and maintain relationships with local landlords and property managers. Mediate disputes and facilitate communication between landlords and tenants. Negotiate landlord/tenant payment plans and agreements to prevent eviction or housing loss. Advocate for rent arrearage forgiveness or reduction of late fees where possible. Approve housing units based on habitability standards and program requirements; conduct necessary inspections. Documentation, Compliance & Systems Collect and maintain all required documentation in client files to meet program and funding requirements. Submit funds requests and accurately track financial assistance provided to clients. Maintain accurate records in the Homeless Management Information System (HMIS) and ensure timely data entry. Stay informed on Virginia landlord/tenant laws and ensure client and landlord compliance. Uphold all agency confidentiality policies and comply with mandated reporting laws and the social work code of ethics. Team Collaboration & Program Improvement Collaborate with team members on continuous quality improvement initiatives. Participate in workgroups, planning meetings, and agency-wide events. Support implementation of systems and procedures that improve program efficiency. Contribute to a positive team culture with a focus on innovation, equity, and accountability. Other Duties Perform other duties as assigned to support the mission and operations of Mercy House. Qualifications Bachelor's degree in Social Work, Human Services, or related field; equivalent experience will be considered in lieu of degree. Minimum of 2 years of experience in case management, housing services, or related human services field (4+ years preferred). Strong understanding of housing instability issues, public benefits, and community-based service delivery. Excellent communication skills—written, verbal, and interpersonal. Demonstrated ability to work independently, manage time effectively, and maintain professional boundaries. Strong problem-solving skills and the ability to interpret and comply with complex program regulations. Proficiency with Microsoft Office and electronic data systems. Bilingual proficiency preferred, but not required.
Pay:
$45,000.00 - $48,000.00 per year
