This Outreach Coordinator is a shared position between California MEPS Hub, which will aid in recruitment and assist in retaining participants for a public health research study and SOI's Outreach Department, which connects people to housing and services. You'll be out in the community building trust, developing referral partners, and helping people move from the street or release into permanent housing. You'll also use data to show what's working and where to focus. If you love people and numbers in equal measure, we'd love to meet you. About the California MEPS Hub The California MEPS Hub (Mobile Enhanced Prevention Support) is a public health research project led by UCLA and UC Berkeley that helps people transition safely into the community after leaving prison. It focuses on preventing HIV, STIs, Hepatitis C, and overdose, and connects participants to housing, substance use disorder (SUD) treatment, and HIV prevention services such as PrEP. As part of this initiative, the MEPS Outreach Coordinator will help expand the study's reach, build community partnerships, and connect eligible individuals with opportunities to participate in research that supports improved health and reentry outcomes Core Responsibilities ➢ Develop and implement proactive, culturally responsive recruitment strategies to identify, engage, and enroll eligible participants in the MEPS research study while meeting established recruitment goals and performance targets. ➢ Conduct high-volume outreach through approved channels, including phone, text, email, in-person engagement, community events, and referrals, ensuring timely follow-up and consistent participant engagement. ➢ Establish and maintain partnerships with reentry organizations, transitional housing programs, healthcare providers, substance use treatment programs, social service agencies, and other community-based organizations to expand referral networks. ➢ Maintain accurate recruitment records, referral pipelines, outreach trackers, spreadsheets, and reports using approved databases and tools to monitor screening, enrollment, follow-up, and participant engagement. ➢ Analyze recruitment data to evaluate outreach effectiveness, identify trends and barriers, assess referral source performance, and recommend data-driven strategies to improve recruitment outcomes. Housing is how people stay well after release. You'll help outreach clients and MEPS participants move through SOI's housing pathway: ➢ 1.
Engage:
Meet people where they are, including streets, encampments, facilities, and at release. ➢ 2.
Assess and Enter:
Complete intakes and coordinated entry assessments, and enter timely, accurate data in HMIS (Clarity). ➢ 3.
Get Document Ready:
Help clients get their ID, birth certificate, Social Security card, and income or benefits verification so they're ready when a unit opens. ➢ 4.
Bridge Housing:
Connect people to transitional or interim housing while a permanent unit is secured. ➢ 5.
Move In:
Support rapid rehousing (HHAP) through unit search, landlord contact, deposits, and move-in. ➢ 6.

They actively identify potential participants, develop community relationships, pursue referrals, explore new outreach channels, and use data to determine where their efforts will have the greatest impact. You should be equally comfortable engaging someone in a community setting, building a relationship with a referral partner, organizing recruitment information in a spreadsheet, and presenting outreach results to the research team. Above all, you should be committed to respectful, ethical, and person-centered engagement with individuals from diverse backgrounds. ➢ Excellent verbal and written communication skills. ➢ Demonstrated ability to build relationships and engage individuals from diverse backgrounds. ➢ Ability to work toward measurable goals, targets, deadlines, and performance expectations. ➢ Experience in outreach, case management, social services, public health, recruitment, or a related field. ➢ Confidence, starting conversations with people who don't know us yet, and strong follow-up. ➢ Comfort discussing substance use, sex, HIV, STIs, Hepatitis C, and overdose without judgment. ➢ Strong organization and documentation skills; working knowledge of Excel, Google Sheets, or Google Forms. ➢ Ability to work independently in the field and as part of two teams. ➢ Ability to maintain confidentiality and follow study protocols. ➢ Valid California driver's license, reliable transportation, and proof of auto insurance. ➢ Lived or work experience with reentry, homelessness, or recovery. ➢ Knowledge of coordinated entry, HMIS (Clarity), rapid rehousing, or landlord engagement. ➢ Experience recruiting for research studies or public health programs. ➢ Existing relationships with reentry, housing, treatment, or health partners. ➢ Familiarity with harm reduction, PrEP, or overdose prevention. ➢ Spanish language skills. ➢ Bachelor's degree in a related field, or equivalent experience.
