Job Description
at State of Vermont in Waterbury, Vermont, United States Job Description Overview The Child Development Division (CDD) is hiring a temporary Early Childhood and Afterschool Systems Specialists to join our Step Ahead Recognition System (STARS) team. This position will support the review and processing of STARS applications for early childhood and afterschool programs.
This work will include:
Reviewing child care programs' Continuous Quality Improvement (CQI) Plans, and any supplemental documents that they submit;
Communicating with child care providers about their program's recognized STARS level, and about how that level was determined;
Providing additional support to child care providers as needed, including delivering concrete feedback based on the review of their applications;
Providing assistance within the STARS team as needed in the creation of STARS documents, events, trainings, etc.;
Connecting child care providers to additional resources to improve the quality of their programs, including quality improvement coaches, as appropriate.
This temporary position will run part-time through June 20, 2027, at a minimum. A successful candidate will also have a professional background that includes early childhood expertise and/or early childhood professional experience. A background in leading or supporting quality improvement frameworks is also desired, but not required. A successful candidate should also have the following skills and dispositions:
Reliable
Takes initiative and is self-motivated
Well-organized, and can effectively manage a dedicated set of application reviews
Effective collaborator
Effective written and interpersonal communicator
The ability to use sound judgment to make decisions based on information collected and analyzed This position needs to be able to come into a Waterbury-based office (the Waterbury State Office Complex) as needed for in person meetings and events.

Private means of transportation must be available for required travel. A variety of meetings and public hearings may require some evening work.
