Job Duties and Preferred Qualifications :
The City of Virginia Beach Department of Human Services is eagerly seeking to hire a candidate who has Behavioral Health experience working with individuals with serious mental illness, substance use disorders and or co-occurring disorders; experience with case management services, and supervisory experience for the Case Manager Program Supervisor position for the BH Case Management Program. Oversee the development and implementation of Case Management and Project LINK programs. Ensure the development and provision of case management services for Behavioral Health consumers. Assist with ensuring compliance with all

Licensure, Medicaid and CARF requirements. Perform complex assessment, treatment planning, clinical intervention, crisis intervention, consultation, and other case management duties as needed within the Virginia Beach Department of Human Services. Responsible for the oversight, supervision and development of Behavioral Health/SA Case Management and Project LINK Program Units. Provide guidance, leadership, and direct supervision to case managers, team leaders and Administrative Assistant. Conduct quality assurance chart reviews. Review and analyze monthly reports to address staff timeliness, productivity, late documentation and billable services. Ensure that all filing of clinical information and submission of billing information are done accurately and within the time frame required. Compile monthly data for Administration to include: current program census, wait list numbers, GAP and Medicaid billing. Facilitate weekly team meetings and monthly case management meetings for the purpose of reviewing policies and disseminating information. Post positions, interviewing, selecting candidates, completing and new hire paperwork. Review vendor contracts on a quarterly basis or as needed. Develop and review all Case Management and Project Link program policies. Write and present IDAP plans to RUMCT committee. Attend RUMCT on a weekly basis. Submit case management DAP invoices to Western Tidewater CSB for payment. Manage Case Management and Project LINK budget. Ensure all referrals are reviewed on a weekly basis and assigned in accordance to priority population policy.

5:00 pm Must be registered with the Virginia Board of Counseling as a Qualified Mental Health Professional (QMHP) or higher-level license.
Preferences:
Two (2) years Behavioral Health Day program supervisory experience to include hiring and performance management. Master's degree in a related field. Three (3) years experience providing Case Management services to adults with Serious Mental Illness and Substance Use Disorders. Five (5) years Behavioral Health experience working with individuals with serious mental illness/co-occurring disorders. Two (2) years' experience leading psychoeducational groups with adults. Two (2) years' experience completing documentation in DMAS Virginia. Experience developing policies & procedures for a Behavioral Health Program. Experience completing quality assurance reviews. Minimum Qualifications:
Requires a Bachelor's degree in a human services field (such as psychology, behavioral or mental health, special education, social work) and seven (7) years of behavioral health experience associated with such positions as senior clinician, educator with program coordination responsibilities, or supervisor of a major program unit, with one (1) year of supervisory experience OR a combination of education and/or behavioral health experience equivalent to eleven (11) years associated with such positions as senior clinician, educator with program coordination responsibilities, or supervisor of a major program unit, with one (1) year of supervisory experience. Must have a current and valid driver's license.
Special Requirements:
Must be registered with the Virginia Board of Counseling as a Qualified Mental Health Professional (QMHP) or higher-level license. All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
