Child Care Program Monitor - Purchase of Care (POC) Program New Castle, DE $20.24/hour 1-Year Temporary Assignment Full-Time |
Onsite Schedule:
Monday - Friday | 8:00 AM - 4:30

37.5 Hours Per Week Premier Staffing Source, Inc. is seeking a detail-oriented and customer-focused Child Care Program Monitor to support Delaware's Purchase of Care (POC) Program within the Division of Social Services (DSS). The Purchase of Care Program helps eligible Delaware families access affordable early childhood and after-school care by subsidizing childcare costs for qualifying households. This role is responsible for monitoring childcare providers for contract compliance, conducting site visits, maintaining records, and supporting program integrity and operational effectiveness. Position Overview The Child Care Program Monitor assesses child care providers to ensure compliance with child care contracts, certificates, and applicable federal, state, and local laws, regulations, and program requirements. This role supports quality assurance, provider accountability, and operational improvements while maintaining strong relationships with providers, agencies, and stakeholders. Key Responsibilities Monitor child care providers for compliance with child care contracts and Purchase of Care program requirements Conduct provider site visits (minimum annually) to review records and ensure compliance standards are met Ensure provider compliance with applicable federal, state, and local laws, rules, and regulations Maintain accurate program documentation, reports, and Excel spreadsheets Make recommendations to improve processes, strengthen controls, and increase operational efficiency Assist in implementing new procedures and compliance practices Represent DSS/POC on committees, councils, meetings, and stakeholder discussions Respond to inquiries and collaborate with providers, staff, and public-sector partners Perform related administrative and compliance duties as assigned Work Environment Works under the supervision of a technical superior Assignments are varied but completed within established procedures Frequent interaction with providers, the public, and public-sector agencies Fast-paced, customer-service focused environment Preferred Qualifications Experience in compliance, contracts administration, social services, program monitoring, or administrative support Strong Microsoft Excel and recordkeeping skills Strong communication, organization, and problem-solving abilities Experience conducting reviews, audits, inspections, or monitoring activities preferred Ability to manage multiple priorities and maintain accurate records Experience in government, childcare services, public assistance, healthcare, or regulatory environments is a plus Must have a valid drivers license so they can drive the fleet vehicles.
