Health and Human Services Director

SALARY RANGE
$60,000 - $80,000 (DOE)
POSITION SUMMARY
The Health and Human Services Director leads and oversees the Hopland Tribal Health and Human Services Department, ensuring the effective delivery of programs that promote the health and well-being of Tribal members and the community. The Director is responsible for program planning and evaluation, department operations, staff supervision, fiscal and grant management, regulatory compliance, community engagement, service coordination, and wellness initiatives. The position works closely with Tribal leadership, Tribal programs, service providers, government agencies, and community partners to ensure department activities are responsive to community needs, culturally appropriate, compliant with applicable requirements, and aligned with Tribal priorities.
ESSENTIAL TASKS
The following duties are intended to describe the primary responsibilities of the position and are not exhaustive. The employee may be assigned additional duties based on department needs, funding requirements, and Tribal priorities. Department Leadership and Program Administration Plans, develops, organizes, and directs department goals, objectives, work plans, policies, procedures, recordkeeping practices, and operational standards. Oversees the development, implementation, evaluation, and continuous improvement of department programs and services, including public health, mental health, social services, Tribal health programs, referral systems, and wellness initiatives. Evaluates community health and human services needs and uses available data, community input, and program outcomes to identify service gaps and opportunities for improvement. Develops and coordinates individual and family health and wellness plans in collaboration with appropriate service providers, Tribal programs, and external partners to promote access to care and continuity of services. Monitors the day-to-day operation of health and human services programs and ensures services are delivered effectively, efficiently, and in accordance with established policies and applicable requirements. Grants, Compliance, and Fiscal Oversight Oversees compliance with Health and Human Services grants, contracts, and other funding requirements, including program performance, reporting, documentation, and deadlines. Assists with grant development and identifies funding opportunities that support the expansion and sustainability of department programs and services. Works with the Chief Financial Officer to develop and monitor the department's annual or semi-annual operating budget and ensures expenditures are consistent with approved budgets, funding requirements, and Tribal fiscal procedures. Reviews program expenditure requests and recommends approval or denial based on authorization, allowability, supporting documentation, funding availability, and connection to legitimate program activities. Maintains knowledge of applicable federal laws, regulations, funding requirements, and Indian Health Service standards affecting health and human services delivery, including relevant provisions of the Code of Federal Regulations. Staff Supervision and Development Provides direct supervision and leadership to department staff, including assigning work, establishing expectations, monitoring performance, providing coaching, and addressing performance concerns. Promotes teamwork, accountability, professionalism, and effective communication within the department. Identifies staff development needs and supports appropriate training, education, conferences, workshops, and other professional development opportunities. Recognizes operational or personnel concerns, takes appropriate action, and follows through to ensure issues are resolved effectively and timely. Partnerships, Communication, and Reporting Provides timely and accurate information to Tribal Council and Tribal Administration through reports, presentations, correspondence, meetings, and other appropriate forms of communication. Establishes and maintains effective working relationships with Tribal programs, Tribal leadership, Tribal Court, families, health and social service providers, county agencies, government entities, and community partners to coordinate services, facilitate referrals and communication, support ICWA case-related activities, and improve access to resources for Tribal members. Networks with other Tribal health programs and community service organizations, including Consolidated Tribal Health Project and Mendocino County, to strengthen service coordination and access to resources. Community Outreach and Engagement Educates Tribal members and the community about available Health and Human Services programs, services, resources, and referral options. Develops, coordinates, and implements community workshops, prevention activities, and wellness programs based on identified community needs. Activities may include parenting education, nutrition education, youth programming, Red Road programming, domestic violence awareness, and other health and wellness initiatives. Maintains regular community engagement and participates in Tribal and community events to promote department services and strengthen relationships with Tribal members. Monitors changing health and human services needs within the community and communicates significant concerns, service gaps, and recommended improvements to Tribal Administration and Tribal Council. Participates in relevant conferences, trainings, and professional development opportunities to remain current on health and human services practices, regulations, funding requirements, and emerging trends. Emergency Response, Confidentiality, and General Responsibilities Assists with or coordinates department and community response to emergencies and public health events, including wildfires, pandemics, and other situations affecting the health and safety of the community. Maintains strict confidentiality and protects sensitive health, personnel, program, and client information in accordance with applicable laws, regulations, and Tribal policies. Travels as necessary to accomplish department and Tribal goals and objectives. Is available to work evenings, weekends, or outside normal business hours when required by department or Tribal needs. Maintains professional conduct and represents the Tribe and Department appropriately in all work-related activities and interactions. Provides operational coverage or assistance when necessary due to staff absences, vacancies, or other circumstances affecting continuity of department services. Performs other duties as assigned.
EDUCATION AND EXPERIENCE
To perform this job successfully, an individual must be able to perform the essential duties and responsibilities satisfactorily. The requirements below represent the knowledge, skills, and abilities generally required for the position. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Bachelor's degree in health services, public administration, business management, social services, or a related field AND three years of relevant experience; OR an Associate's degree in a related field AND six years of relevant experience. Equivalent combinations of education, training, and experience may be considered when they demonstrate the ability to perform the essential functions of the position. Experience with health care billing, governmental accounting, or related fiscal processes. Experience with grant writing, grant administration, compliance, and reporting. Thorough knowledge of HIPAA requirements and confidentiality standards applicable to health and human services. Demonstrated experience developing, implementing, evaluating, and improving programs and services. Valid California Driver's License and ability to maintain insurability under Tribal requirements. Experience in emergency response management is preferred.

Strong organizational skills with the ability to manage multiple priorities, meet deadlines, and work effectively under pressure. Demonstrated supervisory and leadership skills, including the ability to establish expectations, delegate responsibilities, provide feedback, address performance concerns, and promote accountability. Effective interpersonal and communication skills, including the ability to communicate respectfully and diplomatically with Tribal members, employees, Tribal leadership, government officials, service providers, regulatory agencies, and community partners. Knowledge of document management, records management, internal controls, and administrative processes. Strong problem-solving, decision-making, planning, and conflict-resolution skills. Ability to exercise sound judgment, recognize critical situations, and take appropriate action. Ability to establish and maintain effective professional relationships and work collaboratively with diverse individuals and organizations. Ability to understand and apply applicable federal, state, Tribal, and funding requirements to department operations.
LANGUAGE SKILLS 1.
Ability to communicate effectively, both orally and in writing, including the ability to prepare reports, correspondence, presentations, policies, procedures, and other department-related documents.

Ability to analyze situations, identify problems, evaluate available options, and make sound decisions within the scope of assigned authority. Ability to resolve problems and conflicts in a professional, diplomatic, and tactful manner. Ability to interpret and apply policies, procedures, regulations, and program requirements to operational situations.
