One of our clients in the government domain is seeking an is seeking an experienced Oracle APEX & Forms Developer to support the modernization of legacy Oracle Forms applications and their migration to Oracle APEX on Oracle Database 19c.

Oracle APEX & Forms Developer Location:

Dauphin County, PA Work Schedule:

37.5 Hours/Week (7.5 Hours/Day, Monday-Friday)

Duration:

Long-Term Contract. This role will be responsible for transforming mission-critical environmental and regulatory applications into modern, secure, scalable, and maintainable solutions while aligning with Commonwealth and BIT development standards. The ideal candidate will possess strong Oracle APEX development expertise, advanced PL/SQL programming skills, and hands-on experience working with Oracle Forms modernization initiatives. Key Responsibilities Analyze existing Oracle Forms applications, including architecture, data models, business logic, and integrations. Participate in the migration and conversion of legacy Oracle Forms applications to Oracle APEX. Design, develop, and maintain Oracle APEX applications using modern development standards and best practices. Collaborate with technical leadership to establish UI/UX standards for future APEX applications. Develop and maintain Oracle PL/SQL components, including: Stored Procedures Functions Packages Complex SQL Queries Perform data analysis, reporting, and scripting activities to support business requirements. Review and interpret system documentation, technical specifications, and business requirements. Implement application security, user roles, and authorization models within integrated Oracle environments. Conduct application performance tuning, debugging, and optimization activities. Create and maintain technical, functional, and system documentation. Participate in all phases of the Software Development Life Cycle (SDLC), including requirements gathering, analysis, development, testing, deployment, and production support. Provide mentorship and knowledge transfer to Commonwealth IT staff and development teams. Support production deployments and release management activities. Provide regular status updates to project leadership and management teams. Develop reports and dashboards for stakeholders, executive leadership, and IT teams. Required Qualifications Bachelor//'s Degree in Computer Science, Information Technology, or a related field. 5-7 years of hands-on experience with Oracle PL/SQL development, including: Stored Procedures Functions Packages Advanced SQL Queries 5-7 years of experience developing and supporting Oracle APEX applications. Strong expertise with Oracle Database (Oracle 19c preferred). Experience using SQL Developer and/or TOAD. Strong understanding of relational database design and data modeling principles. Experience integrating web services and external systems.

SQL performance tuning Query optimization Debugging and testing database objects Oracle and SQL Server environments Strong analytical, troubleshooting, and problem-solving abilities. Excellent written, verbal, and interpersonal communication skills. Preferred Qualifications Experience working with Pennsylvania Commonwealth agencies or environmental systems. Proven experience modernizing Oracle Forms applications.
