Job Description

Location:
Washington, DC metro area — hybrid; on-site at client HQ as required Must be visa independent and able to obtain a government-issued Public Trust clearance The role Hands-on technical owner and team technical lead for a mission-critical contract-management and financial application built on Adobe ColdFusion 2018/2023 and Oracle 19c, hosted in a federal agency's AWS cloud. The application manages task orders, funding obligations, invoice certification, and award-fee reporting and synchronizes daily with the agency's procurement and accounting systems. Responsibilities
  • Operate and maintain the application suite: production troubleshooting, defect fixes, data corrections, routine change requests.
  • Design, build, test, and deploy enhancements on the existing stack, including reports and a financial-metrics dashboard (EAC/ETC/EVM).
  • Run and monitor the daily data-integration pipeline from upstream financial systems; find and fix data errors before they reach users.
  • Resolve invoice/payment processing issues with the program office and the prime contractor.
  • Apply patches and ColdFusion upgrades; remediate application security-scan findings; maintain PIV/SSO integration; support DevSecOps and code audits.
  • Provide technical direction to the team: code reviews, release and environment management, technical risk decisions.
  • Maintain system design, data dictionary, test, and operations documentation.
  • Lead technical knowledge transfer during transition-in; provide first-hand input to the replacement-system architecture. Required
  • 7+ years web application development/support; 5+ years hands-on Adobe ColdFusion (CF2016 or later), with ColdFusion work in the last 3 years.
  • Strong Oracle SQL and PL/SQL (procedures, packages, tuning); SQL
  • Plus/Toad.
  • Sustained a business-critical legacy application in production (incidents, root cause, releases).
  • Built or maintained ETL/data-integration processes with validation and error correction.
  • Remediated application security findings in a federal ATO/RMF environment.
  • JavaScript/HTML sufficient for reporting/charting front ends.
Preferred Federal contract-management or financial systems (task orders, obligations, invoices; Delphi/PRISM); FAA/DOT experience. ColdFusion version migration (2018 → 2023/2025) or Lucee; Java/Spring Boot. Oracle administration exposure (RMAN, Data Pump, OEM); AWS operations; CI/CD and Git. Led a transition or knowledge transfer from an incumbent team.
