Deputy Chief Information Officer (Manager 3) Limited Duration | Full Time At the Oregon Public Defense Commission, we are committed to fostering a workplace that values integrity, excellence, innovation, accountability, and equity. This announcement is for 1, Limited Duration / Full Time, Deputy Chief Information Officer (Deputy CIO) and will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur. This limited duration position is expected to last through the end of the current biennium (June 30, 2027). The position is currently established as a limited duration position, with a request for permanent funding having been submitted for consideration. Policy Option Package 101 is requesting permanent funding for this position starting in the 2027 - 2029 Biennium. If permanent funding is approved and the position is converted, the individual hired into the limited duration position will assume the permanent position. This is a hybrid position and will require the employee to be in office 2-3 days/week.

$9,232 - $13,641 About the Oregon Public Defense Commission (OPDC) The Oregon Public Defense Commission (OPDC) is an agency governed by a 13-member commission appointed by the Governor, which serves as the governing body for Oregon's public defense system. The Commission provides policy direction and oversight for the administration of the system. The legal services provided by OPDC represent an essential component of Oregon's public safety system. OPDC negotiates contracts with trial-level public defense providers and administers and distributes funds for representation and related services for cases during the biennium for criminal, juvenile, and civil commitment cases. The Agency provides compliance and oversight to the trial community providers through quality assurance practices, training, and education. Financial Services processes all expenses related to representation in public defense cases. The Appellate Division provides direct legal representation in the state appellate courts in criminal cases, juvenile dependency and termination of parental rights cases, and parole cases. Other services in the Agency include Data Collection and Analysis, General Counsel, Human Resources, Information Technology Services, Internal Audit, and Policy Development. OPDC is dedicated to ensuring high-quality legal representation for individuals who are constitutionally entitled to counsel. OPDC works to strengthen Oregon's public defense system through direct representation, statewide coordination, oversight, policy development, and collaboration with justice system partners. What You'll Do As the Deputy CIO , you will be responsible for managing internal data governance in accordance with statewide policy.
Key responsibilities include:
Establish and manage a data governance program within the agency. IT Management Create and submit a biennial Data Governance Plan to the State Chief Data Officer every even-numbered year. Lead data steward duties. Other duties as assigned. This position works closely with staff, leadership, and stakeholders to support OPDC's mission and strategic goals. Minimum Qualifications Bachelor's degree in management, business or public administration, or a closely related field AND Four (4) years of recent experience managing, directly or through lead workers or lower-level supervisors or managers, staff performing complex administrative, analytical, technical, or professional-level duties. The management experience must include most or all of the following: developing and implementing policies and procedures, hiring or recommending hiring, assigning and reviewing work, evaluating performance, responding to staff concerns, handling disciplinary actions, managing, or participating in, organizational development, developing and managing, or assisting with the development and management of, budgets, and establishing, or participating in the establishment of, short- and long-range goals and objectives. OR Any combination of education and experience equivalent to eight (8) years of experience that typically supports the knowledge, skills, and abilities for the position

An advanced degree in court administration, management, business or public administration, or a closely related field may substitute for some of the required work experience.
