Serves as principal advisor to the Director, MR and senior staff, overseeing stregy, design, implemention, integrion, and support of informion systems across the organizion, including infrastructure, business applicions, network operions, service/deployment, and cybersecurity. Operes and defends the MCCS network in coordinion with IC4 Division and MCCOG. Appointed by IC4 as

Authorizing Official (AO), responsible for risk acceptance for MCCS systems, applicions, and enclaves. Plans, manages, and leads directore programs; formules policy, procedures, and metrics to ensure alignment with higher headquarters and standardized direction to field components. Evalues and recommends improvements to program functionality, methodology, and product/service quality. Directs IT stregies and transles them into organizional action for MCCS. Ensures inspection, performance management, resource allocion, and infrastructure sustainment. Oversees IT Directore branches. Provides direction on stregy, design, development, and modificion of plans to improve integrion and effectiveness of directore operions. Maintains cooperive relionships with counterparts, senior officials, DoW leaders, external institutions, component staff, and other associes to promote project activities. Establishes minimum standards for program, policy, procedures, and personnel. Resolves difficult technical problems, applies new techniques, and provides clarificion and negotiion with the Director, MR. Explains regulory and legal requirements. Ensures standards for new methods and techniques, incorpores new services into existing programs, and establishes new or expanded services for Marine Corps-wide or special pron groups. Represents the Director, MR in DoW, military components, and vendor forums. Stays current on IT developments, trends, standards, and compliance regulions affecting the organizion. Ensures MCCS systems and applicions are registered and maintained in DITPR and DADMS. Serves as principal advisor to the Director, MR and leads complex directore operions with worldwide impact, including mission, policy, stregic planning, prioritizion, funds allocion, execution, evaluion, and improvement, in accordance with agency laws and regulions. Develops operional guidelines for directore actions and standards when established guidelines are insufficient or unavailable. Addresses administrive, technical, logistical, and protocol aspects of functions, projects, and events from conception through completion and evaluion. Provides expert advice on products or services to define program scope, requirements, and deliverables. Monitors and assesses Directore operions and progress toward organizional goals. Develops enterprise-wide solutions to anticipe and mitige risks. Ensures quality assurance processes and identifies problems and provides guidance and recommended actions to improve programming and achieve goals. Organizes directore goals and functions, sets priorities, and alloces resources. Consolides branch needs and manages functional and infrastructure requirements, transling them into technical requirements for logical design and alternive technologies to support current and future resources. Responsible for modernizing applicion development and maintenance Oversees the software development life cycle (SDLC) from requirements through design, delivery, testing, and deployment, seeking opportunities to streamline and modernize applicion delivery Applies enterprise budgetary and financial management principles to long-range IT planning. Develops and executes IT Directore budgets and briefs the MCCS Board of Directors. Monitors and manages IT projects and programs to achieve budget goals. Responsible for the digital services line of business (StormBreaker). Conducts feasibility studies for major IT expenditures, including economic analysis and justificion of alternives. Establishes systems to monitor benefits of new systems. Coordines contracting requirements with the Procurement Directore for technology procurements. Supervises employees directly and indirectly. EVALUATIONS
Qualificions Ten years or more experience th demonstres the skill to plan, and manage: large-scale technology change, hardware and software systems, procurement, budgeting, and special projects. Knowledge of Retail, Point of Sale (POS), Food Service, and Supply Chain functions along with experience implementing core business support systems (Finance, Accounting, HR/Payroll/Benefits, Business Intelligence and Mobile). Skill to supervise employees in the accomplishment of work. Applicable educion may be substituted for years of experience. Preferred skills include Project Management Professional (PMP) and Certified Informion Systems Security Professional (CISSP) certificions. Mastery level knowledge and skill in selecting, designing, implementing, integring, and supporting organizional informion systems, including managing access and ensuring security for all networked resources.

Skill to develop policies and assess policy needs to govern organizional IT activities, audit IT programs and projects, ensure applicion of informion security/informion assurance policies, principles, and practices in the delivery of planning and management services. Skill to work collaborively with constituent groups in setting priorities for the deployment of informion technology th supports the organizional mission. Mastery level knowledge of industry (PCI DSS) and governmental (FISMA) compliance standards along with knowledge of networking, dabase management, windows and UNIX/Linux based systems, software packages, telecommunicions, analysis, design and project management methodologies, federal procurement rules and regulionsAs an authorized and privileged user of Department of Defense Informion Systems must possess or obtain and maintain a current DoD 8140.01 Informion Assurance Manager Level III (IAM III) certificion as a condition of access within six months of employment and thereafter must complete annual Informion Assurance awareness training. Must be a U.S. Citizen. The incumbent must be eligible for a Single Scope Background Investigion (SSBI/Tier 5). Appointment and continued employment are subject to a favorable adjudicion of the security investigion.
