Program Analyst (Navy Gold Star Coordinor) Department of the Navy Commander, Navy Installions Command CNIC Headquarters N95 Summary This position is assigned to Navy Gold Star Program; Casualty Support Programs (N95); Commander, Navy Installions Command (CNIC). Casualty Support Programs are the Navy's primary agency for the delivery of an array of human services programs intended to enhance the stability and self-sufficiency of wounded, ill and injured Service Members (SM) and survivors of deceased SM's. Establishes plan of action and ensures comprehensive long term survivor assistance services are provided through a coordined community response. Provides written documention of survivor informion and services provided in applicable da bases (e.g., Defense Casualty Informion Processing System). Provides informion and referral utilizing complete range of both government and nongovernment program services which includes the assessment and evaluion of the effectiveness of these programs. Maintains NGSP compliance with higher headquarters policy instructions to ensure proper records management and documention. Provides recommendions through evaluion of case outcomes pertaining to NGS programming to leadership to improve overall program effectiveness. Carries out professional duties in accordance with policy and standards. Monitors services provided for long term survivor assistance, including direct survivor feedback in their respective area of responsibility (AOR). Verifies survivor eligibility for services and benefits. Performs stistical/analytical work to include collecting, computing and analyzing stistical da for effectiveness of installion outreach and educion programs. Follows established regional program protocols for collection of da to include, but not limited to, number of cases received, trainings provided and personnel trained an installion. Writes and prepares both survivor and command leadership correspondence and briefs. Maintains liaison with outside offices and organizions (e.g., Navy Command Units, Veterans Affairs, and local area agencies and organizions) advising them on long term survivor assistance programs. Coordines with Region Navy Gold Star Coordinor (RNGSC) Area Supervisor to ensure long term survivor assistance, awareness, training and survivor advocacy is implemented according to Department of Defense (DoD) and Department of the Navy (DON) policy. Provides process improvement recommendions to management. Maintains compliance with program standards and scope of care reled to long term survivor assistance. Provides requested da in support of presentions and proposals by higher-level management. Makes recommendions to RNGSC Area Supervisor for changes or improvements in methods and procedures, educional merials and resource informion th should be made available for survivors. Provides accure and up to de informion in management da systems. Coordines and collabores with other N9 programs, government and non-government organizions in area with goal of executing remembrance events and gherings th emphasize the importance of lost service members and their families. Prepares after action reports and captures lessons learned and best practices for both hosted and tended events; and identifies policy/procedural issues within AOR to make policy/procedural recommendions to increase response/efficiency/effectiveness. Attends periodic DoD, CNIC and regional Area trainings, meetings and working groups. Coordines with RNGSC Area Supervisor , facilites the development and collaborion of installion NGS public awareness campaigns to include events, outreach plans, etc. Plans and conducts outreach events, presentions, and training on subject mter reled to AOR. Occasional last minute or emergency travel may be required in order to provide survivors briefs and/or notificions for high profile cases. A qualified candide must possess the following: At least three years of progressively responsible specialized experience providing assistance and case management service to military family members A qualified candide must also possess the following: Knowledge of military and DoD program guidance. Knowledge and understanding of DoD and DON long term survivor assistance programs and services. Knowledge of Microsoft Office Suite and Defense Casualty Informion Processing System. Skill in the use of office software applicions and required management da systems to enter da, prepare reports, and develop informion. Skill in working with military casualty or bereaved families of fallen service members. Skill in collecting, organizing, and analyzing da from various resources, to include stistical studies and surveys. Skill in providing assessment of survivor needs and referral of survivors to approprie resources. Ability to understand, be sensitive to, and have emphy for survivors. Ability to develop trusting helping relionships and to work effectively with individuals and families from diverse racial, ethnic, religious, and socioeconomic backgrounds. Ability to intervene in crisis situions, using sound professional judgment, ethical practice, and common sense. Ability to work cooperively with military and civilian organizions on behalf of survivors. Ability to identify needs, trends, and performance measures to evalue program effectiveness and provide recommendions for process improvements.
