Job Description

Required Education:
  • Bachelor's Degree in Health Policy, Public Policy, Healthcare Administration, Finance, or a closely related field
Required Skills, Knowledge, and Experience:
  • Experienced in healthcare administration
  • Experienced in fiscal management and invoice review of large dollar values
  • Able to coordinate numerous documentation requirements
  • Contract oversight and management
  • Team-based cross-project coordination
  • Stakeholder communication and facilitation
  • Comfortable with key health IT concepts
  • Knowledgeable about the concerns of rural residents and healthcare providers
Position Overview:
The Health Information Technology (HIT) Program Manager will support the administration and oversight of a statewide HIT Fund designed to help rural healthcare providers strengthen their technology capabilities and improve access, interoperability, care coordination, efficiency, and quality of care.

The program will provide funding for three primary areas: technology and equipment supporting billable services, targeted software enhancements supporting interoperability and care coordination, and innovative technologies such as artificial intelligence and clinical decision-support tools.

This role combines healthcare program management, contract oversight, fiscal monitoring, health IT expertise, and stakeholder coordination. The ideal candidate understands both healthcare operations and the practical technology challenges facing rural healthcare providers.•
HIT Program Manager Job Responsibilities:
Monitor the contract with the selected HIT Fund administrator, ensuring timelines, milestones, deliverables, and contractual requirements are met
  • Review and process invoices while monitoring program expenditures for accuracy and compliance with CMS grant requirements
  • Review provider applications and funding requests for eligibility, appropriateness, alignment with program priorities, and potential duplication with other Rhode Island initiatives
  • Coordinate with internal program teams and stakeholders to support consistent implementation of the HIT Fund
  • Facilitate internal and external communications regarding funding opportunities, program requirements, implementation activities, and outcomes
  • Provide subject matter expertise regarding health information technology solutions appropriate for rural healthcare providers
  • Assess technology implementation strategies, including telehealth, remote monitoring, interoperability, software enhancements, AI tools, and other innovative solutions
  • Monitor implementation milestones and outcomes reported by the HIT Fund administrator and participating healthcare providers
  • Support collection, review, and tracking of performance and outcomes data
  • Help ensure funded projects support statewide priorities related to rural healthcare access, interoperability, care coordination, efficiency, and quality improvement
