JOB SUMMARY
The Network Administrator is responsible for managing, supporting, and optimizing the organization's hybrid technology environment, including on‑premises infrastructure, cloud services, cybersecurity tools, and enterprise applications. This role oversees daily network operations, ensures system reliability and security, and provides advanced technical support to staff across the organization. The Network Administrator also administers Microsoft 365, Azure, Active Directory/Entra ID, and core business applications, including serving as a Tier 2 administrator for Emphasys Elite. The position plays a key part in maintaining high service availability, implementing modern IT solutions, supporting technology projects, and collaborating with internal teams and external vendors to ensure secure, efficient, and scalable operations aligned with the agency's evolving needs.
ESSENTIAL JOB FUNCTIONS
Performs system administration duties for Emphasys Elite, including configuration, user management, workflow oversight, data integrity checks, and monitoring system performance. Provides Tier 2 support by troubleshooting complex issues, documenting findings, and coordinating escalations with Emphasys support to ensure timely resolution and minimal disruption to operations. Provides high‑level customer service and technical support across the organization, including system troubleshooting, user training, configuration changes, cloud application support, and cybersecurity best practices. Demonstrates strong knowledge of Microsoft 365, Azure, and modern identity management. Administers Exchange Online, Microsoft Teams, Entra ID, and supports Azure-based infrastructure solutions. Conducts regular reviews of network performance, system health, and security posture. Performs root-cause analysis, proactive monitoring, and identifies risks in a rapidly evolving technology and cybersecurity environment. Assists with planning, implementing, and supporting small to mid-sized IT projects, including cloud migrations, infrastructure upgrades, network improvements, and security enhancements. Contributes to the development and enforcement of IT standards for Active Directory/Entra ID, application servers, network devices, and cloud resources. Supports and maintains essential hardware, virtual infrastructure, and SaaS platforms. Installs and manages operating systems, firmware updates, security patches, and endpoint protection tools, ensuring compliance with IT and cybersecurity requirements. Monitors and optimizes network performance across switches, routers, wireless systems, VPN, and cloud network configurations; supports incident response and availability goals for business-critical services. Provides advanced desktop and endpoint support; leads hardware repair, imaging, deployment, and maintenance of laptops, desktops, mobile devices, and related peripherals. Supports VoIP/Unified Communications systems including call routing, extension management, voicemail, and telephony configuration updates. Produce scheduled and ad hoc reports using modern reporting tools such as SQL-based queries; maintain knowledge of Crystal Reports where applicable. Assists with cybersecurity operations including monitoring tools, access reviews, MFA enforcement, staff cybersecurity training, and incident response procedures. May assist in designing, enhancing, and maintaining custom dashboards, automations, or workflow tools to improve operational efficiency. Provides regular input into information technology standards for the effective running of BCHA's active directory, application servers, network routers, and network switches; maintains and supports all necessary hardware and software. Ensures network is optimized, performing to expected service levels; assists with proactive technology monitoring, actions, and responses in the technology environment to increase availability for business activities. Provides desktop computer support and may lead to some efforts on repair and maintenance of laptop and desktop computer hardware, software, and other computing peripherals. Assists with maintaining BCHA's computer-related security software; supports all staff cyber security training initiatives. Performs other related duties as assigned.
MINIMUM REQUIREMENTS
Bachelor's Degree, and three (5) years of related experience; or equivalent training, education, and/or experience. Government experience preferred.
LICENSES OR CERTIFICATIONS
A+, Network+, CCNA, Azure, SQL Server, Microsoft, Crystal Report XL, highly preferred
Knowledge, Skills and Abilities:
Strong knowledge of modern IT infrastructure, including hybrid environments, cloud services, virtualization, identity management, and network administration. Proficiency with Microsoft 365, Exchange Online, Teams, Azure, and Entra ID; capable of supporting cloud migrations, integrations, and ongoing cloud operations. Skilled in Active Directory/Entra ID management, Group Policy, user provisioning, access management, and MFA/conditional access enforcement. Knowledge of cybersecurity principles, best practices, tools, and frameworks, including endpoint protection, vulnerability management, SIEM/SOAR tools, and incident response. Experience working with Windows Server 2022, Azure Virtual Machines, backup solutions, and monitoring systems. Proficiency in MS SQL Server, SQL Server Management Studio, and report creation using Power BI; familiarity with Crystal Reports is a plus. Experience administering Emphasys Elite, performing system configuration, workflow support, and providing Tier 2 troubleshooting with coordinated vendor escalation. Ability to diagnose, troubleshoot, and resolve complex hardware, software, and network issues across endpoints, servers, and cloud platforms. Knowledge of networking technologies including switches, routers, firewalls, VPN, Wi-Fi systems, and cloud networking concepts (VNets, subnets, NSGs). Strong communication and customer service skills with the ability to support staff at all levels, translate technical issues into clear explanations, and maintain a user-focused approach. Skilled in endpoint deployment, imaging, patch management, updates, and securing Windows 11 devices, phones and tablets. Ability to manage multiple priorities, work independently, and collaborate effectively within a team environment. Strong analytical and problem‑solving abilities, with a proactive mindset for improving systems, workflows, security posture, and technology performance.
