Lead Health System Specialist (Credentialing & Privileging)

Job Description

The incumbent serves as a Lead Health Systems Specialist - C&P Specialist. They are assigned to the Credentialing and Privileging (C&P) Office at a VA Medical Center (VAMC) and is responsible for providing lead administrative, consulting, technical direction and support to the C&P Specialists, C&P Manager and to program operations. They perform a variety of C&P duties in an extremely complex VAMC or Health Care System (HCS) environment which is constantly evolving.
Qualifications:
In order to qualify for this position, you must meet the following requirements within 30 calendar days of the closing date listed on the announcement:
Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. To qualify for this position at the GS-11 level, you must meet one of the following:
Specialized Experience:
You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and other administrators to solve problems in support of the delivery of patient care; and ensuring compliance with policy and directives related to a health care credentialing and privileging program.
OR, Education:
Successfully completed a Ph.D., equivalent doctoral degree, three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university
OR, Combination:
Combinations of successfully completed graduate level education (beyond a master's degree) and specialized experience as described above to meet total experience requirements. Preferred Experience:
Extensive knowledge and skill in applying analytical and evaluative methods to issues concerning the efficiency and effectiveness of medical staff functions and Credentialing & Privileging program operations. Knowledge of laws, regulations, policies, and accreditation standards (eg., TJC, VHA Handbooks, Directives, VetPro SOPS, Medical Staff Bylaws). Experience with medical specialties, medical terminology, and best practices for privileging systems (grants, reduction, revocation of privileges). Skill in interpreting C&P and staffing regulations for health care practitioners, including compliance with national and local policies. Ability to reconcile contradictory requirements, minimize legal risks, and make substantial recommendations to appropriate offices. Experience in research, data analysis, and program evaluation for quality assurance and improvement. Skill in written communication for reports, presentations, and meeting with diverse groups. Comprehensive knowledge of VetPro software and policies (data integrity, security, access control). Selective Placement Factor Subject matter expertise in credentialing and privileging: The incumbent is considered a SME to providers and service chiefs regarding routine and complex matters related to C&P, including OPPE and FPPE.
Ability to lead and consult:
Must be able to provide guidance to C&P Office Specialists, VAMC leadership, and
VISN C&P
Officer, and serve as a consultant for all matters pertaining to the facility's C&P program.

Demonstrated ability to improve workflow and program effectiveness: Experience in developing, coordinating, and recommending changes for improvement of workflow, and utilizing analytical tools to identify, evaluate, and recommend new or modified work methods.

Ability to assign, monitor, and review work of team members, communicate goals, balance workload, and provide advice on work methods.
Quality assurance and compliance:
Experience in implementing mechanisms to monitor and evaluate compliance with established policies and procedures, and conducting internal reviews and audits.
Consultative and advisory skills:
Ability to analyze audit results, interpret reports card data, review bylaws, and contribute to implementation of policies and SOPs.
Impact on organizational effectiveness:
Contributions directly affect the operation of all departments and services, and impact reporting of professional performance of healthcare providers.
