SUMMARY To maintain the Public Safety communications systems, provide supervision to the Dispatchers and run the Dispatch Center to ensure the safety of the Fire Fighters, Police Officers, and the public for which it serves. The Administrator shall also provide technology to the Public Safety departments in order to perform its day-to-day operations. Plans, directs and manages the Department of Public Safety Communications to ensure the development and implementation of cost-effective systems and efficient computer operations to meet current and future decision-making requirements. The Public Safety Systems Administrator is responsible for the management of technical support, computer operations, programming and oversight of City of Pawtucket Public Safety Communications. Professional, administrative and supervisor in planning, directing, and managing the operation of all systems consistent within the City of Pawtucket's overall technical strategies and initiatives.

ESSENTIAL DUTIES AND RESPONSIBILITIES

 Assists the Director of Public Safety in formulating and implementing policies, procedures, and standards. Implements and manages customer support and technical services support models that address and bring resolution to the technical needs of the Department of Public Safety and City.  Analyzes, develops, and recommends plans and solutions to operational, management, IT process, or Public Safety telecommunications and network operations services including hardware and software activities and associated problems.  Directs the provision of IT support and services, managing the IT department's work teams and units including: Instructional Technology, Help Desk, Computer Labs, Page 1 of 4 Media and Audio-Visual, Server and Network Administration, and Communication services.  Develop and maintain a budget for the Public Safety Communications and annually submit that budget to the Director of Public Safety.  Maintain Department of Public Safety Communications systems including, but not limited to, telephones, cameras, alarms, access control, computers, servers, networks, and radio systems, and insure continuous operation of those systems. Provide backup plans and procedures.  Coordinates reviews and analyzes requests for proposals ensuring compliance within technical specifications.  Provide training to Fire and Police personnel in operation of radio equipment and computer equipment.  Maintain and insure operation of the Departments Computer Aided Dispatch and Records Management Systems.  Supervise all personnel assigned to Public Safety Communications.  Insure the proper training and supervision of the Dispatchers.  Create and maintain Standard Operating Procedures (SOP's) for Dispatch operations to insure the safety of Fire and Police personnel and the public it serves.  Performing all related duties as required by the Director of Public Safety, Chief of Police or their designee

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Candidate must have proficient knowledge of principles and practices of radio communications equipment, computer desktops, servers, telephone PBX systems, Vision 21 radio box, Digitize Form 4 (100 Mill) municipal Fire Alarm hardware, and cable circuits. Candidate must also know how to wire computer networks and telephone end user systems. They shall know how to hang and install Rural C fire alarm cable, multi pair copper cable with messenger, fiber optic cable on utility poles and in and on buildings. They must be properly educated in NFPA standards and ISO requirements to properly maintain the Dispatch Center and train Public Safety personnel according to those standards. Demonstration of oral and written communication is necessary. Job requires the ability to quickly comprehend a wide range of technical concepts, and the ability to establish and maintain effective working relationships with its subordinates as well as working with all other town agencies and outside vendors. EXPERIENCE

Bachelor's degree or equivalent in information technology, organizational management or closely related field; Substantial employment in a responsible capacity at the senior/executive leadership level including at least ten (10) years of demonstrable experience in IT or Public Safety. Page 2 of 4 Public Safety and Management experience preferred Applicant should have expertise in installing and utilizing information technology, including computers, tablets, digital cameras and other devices. Experience with processing mapping and other workflow techniques is necessary.

CONDITION OF EMPLOYMENT

Upon condition of employment, the candidate must pass a general physical exam given by a licensed physician that will also include a hearing test and sight test. Also, upon condition of employment, the candidate must pass an extensive Police Background check conducted by Pawtucket Police Department

Valid Driver's License One or more of the following Comp TIA Project+ CompTIA Network+ Cisco Certified Network Associate (CCNA) Certified Information Systems Security Professional (CISSP) Or Equivalent certification(s)

$75,000.00 - $100,000.00 per year
