A GS-0671-9, HEALTH SYSTEM SPECIALIST
Provides guidance and assistance on a variety of health care policies/programs, e.g. Military Trement Facility (MTF), admission policies and facility resources/programs, medical evaluion/physical profile board procedures, alcohol and drug rehabilition policies/programs, line of duty investigion procedures, CHAMPUS, Delta Dental Plan, and Veterans Administrion sponsored programs. Advises in mters pertaining to the administrive management of medical programs. Maintains day-to-day contact with the Ste Surgeon's Office and functions as the full-time liaison with the NGB Office of the Army Surgeon. Responsible for the interpretion of various regulions and directives and the establishment of a ste health system program for AGR personnel. Provides policy guidance to unit commanders concerning medical screening/evaluion/initiion of care for AGR personnel. Coordines medical actions/waivers with the MPMO/Ste Surgeon/NGB. Provides technical advice and analysis of informion/records for AGR personnel being processed for medical evaluion boards. Refers AGR personnel with specific medical problems to agencies with the approprie specialist for trement, e.g. substance abuse problems and individual/family counseling. May administer the Army Drug Abuse Prevention Control Program (ADAPCP). Analyzes informion to determine the most efficient/economical means of medical trement available and the probable course of action, using knowledge of medical terminology and practices. Reviews/analyzes physical examinions to determine if AGR personnel have taken the approprie physical IAW Department of the Army, to include technical review of diagnostic figures, interpretion f medical terminology, and if any waivers are required. Establishes and maintains a program for HIV testing and drug screening for all AGR personnel. Provides commanders and supervisors technical assistance and referral informion. Establishes and maintains an over 40 cardiovascular screening program. Schedules appointments and processes AGR personnel for initial screening (Phase I) through bypass surgery, if necessary. Maintains all necessary documention. Establishes and maintains a program for the civilian medical/dental trement of AGR personnel, to include nure of trement, estimed and actual cost of trement, and submission of billing documents/informion for payment. Monitors and prepares medical budget informion for submission to ste PBAC. May serve as Program Manager for medical care and/or medical travel account. Serves as the primary point of contact between AGR personnel and the MTF, MEDDAC, NGB, and civilian sources of care. May also assist AGR family members in requesting medical trement or establishing entitlement/eligibility. May serve as a Health Benefits Advisor (HBA) upon completion of approprie training. GENERAL EXPERIENCE
: Work th required a knowledge of the basic principles and practices reled to the management of a health care delivery system. Such experience may have been gained as an administrive officer, management analyst, or administrive or clinical program manager or supervisor in a health care delivery system.
SPECIALIZED EXPERIENCE
: Must have least 24 months experiences of progressively responsible analytical or administrive, or clinical management or supervisory experience in the health care field. This work may have been performed in an opering health care facility or a higher organizional echelon with advisory or directional authority over such facilities. Work must have involved a close working relionship with facility managers and analysis and/or coordinion of administrive, clinical, or other service activities, and provided knowledge of the following: Missions, organizions, programs, and requirements of health care delivery systems; Regulions and standards of various regulory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrive areas such as budget, personnel, and procurement.
