Our work combines deep municipal business-process knowledge with hands-on configuration, scripting, reporting, integrations, troubleshooting, and production support. We work closely with agency staff to turn operational needs into solutions that are reliable, maintainable, and easy to use. The Opportunity GovForce is seeking a highly experienced, hands-on Accela professional who can independently own the technical delivery of complex work. This person will take a service ticket or business need, determine the right solution, design the required Accela changes, implement or guide the implementation, review the completed work, verify readiness, and safely deploy it to production. This is not primarily a project-management, sales, or people-management position. It is a senior technical role for someone whose Accela knowledge, municipal process experience, judgment, and attention to production risk allow them to deliver with little or no supervision. The successful candidate will become a trusted technical authority and help develop the capabilities of a small mixed team of developers and administrators. What You Will Own Analyze incoming tickets and business needs, ask the right technical questions, and design complete, practical solutions. Translate requirements into clear configuration, scripting, reporting, integration, testing, and deployment tasks. Perform complex hands-on Accela configuration and development when needed. Review other team members' scripts, configurations, reports, and implementation decisions for correctness, maintainability, and unintended impacts. Approve work for production and independently execute controlled deployments using established tools and environment procedures. Confirm that testing evidence, dependencies, deployment steps, validation steps, and rollback considerations are adequate before release. Troubleshoot difficult Accela issues across configuration, scripting, workflows, ACA, reports, data, and integrations. Reject or return work that is not adequately designed, tested, documented, or safe to deploy. Mentor three developing technical resources through reviews, technical guidance, and explanation of solution decisions, without serving as their formal manager. Serve as the primary technical contact for assigned government clients and participate in status, support-prioritization, requirements, and technical meetings. Over time, independently lead requirements discussions and explain technical decisions clearly to both technical and nontechnical municipal staff. Required Experience and Expertise At least seven years of substantial Accela Civic Platform experience in both administration and development roles. Demonstrated ability to independently design and deliver complex Accela solutions from initial problem analysis through production deployment. Advanced Accela Automation administration and configuration experience. Advanced EMSE and JavaScript scripting experience, including the ability to write, review, debug, and improve complex scripts. Strong experience with Accela workflow configuration, including task, status, assignment, event, and automation behavior. Strong Accela Citizen Access configuration and troubleshooting experience. Strong experience with Accela Expression Builder and related form behavior. Experience building or supporting integrations through Accela Construct APIs. Advanced SQL Server and SQL query skills for troubleshooting, validation, reporting, and data analysis. Experience developing and supporting SSRS reports. Experience with Git or comparable source-control practices. Experience planning, testing, supporting, or remediating Accela Civic Platform upgrades. Strong knowledge of municipal business processes, particularly permitting, plan review, inspections, planning, code enforcement, business licensing, cashiering, and related agency operations. Experience using Accela deployment tools and moving changes safely among development, test, user-acceptance, and production environments. Sound judgment, caution, and discipline when evaluating or deploying production changes. Authorization to work in the United States without employer sponsorship. Preferred Qualifications Accela technical or functional certifications. Experience consulting for or working directly with cities, counties, or other public-sector agencies. Experience with Power BI, GIS or Esri integrations, Accela data conversion, AWS or other cloud infrastructure, Tyler Munis, ProjectDox, or other electronic plan-review platforms. South Florida residency and the ability to work onsite with GovForce or client teams when needed. Experience mentoring developing Accela administrators, developers, or analysts through technical review and hands-on guidance. What Success Looks Like Within the first six months, the Senior Accela Technical Lead should be able to receive a complex work ticket, identify the best solution, document a complete technical design, perform or guide the implementation, review the finished work, verify testing and deployment readiness, deploy the change, and validate the result with little or no supervision. Success requires more than completing assigned steps; it requires recognizing when a proposed solution is incomplete, unnecessarily risky, or inconsistent with the agency's broader configuration and business processes. Work Arrangement and Travel GovForce prefers candidates who can work onsite in South Florida and transition to a hybrid arrangement after becoming familiar with our clients, systems, and team. Exceptionally qualified Accela professionals may be considered for remote work on a case-by-case basis. Remote team members may be required to travel to South Florida or client locations for onboarding, critical meetings, implementation activities, or other business needs. The final arrangement will depend on the candidate's experience, independence, and ability to deliver effectively. Compensation and Engagement Options GovForce is open to full-time employment as well as part-time and full-time contract arrangements for the right candidate. We recognize that highly experienced Accela professionals may have different availability and preferred working arrangements, and we are willing to structure the opportunity accordingly. Compensation will be competitive and commensurate with the candidate's level of Accela expertise, technical capability, municipal experience, independence, and overall fit for the role. Candidates with exceptional Accela experience and the ability to independently own complex technical delivery will be compensated accordingly. For full-time employees, GovForce will discuss applicable benefits and other terms of employment as part of the interview process. Contract compensation and terms will be established based on the candidate's experience, availability, and anticipated level of responsibility.
