COMPLIANCE AND TRAINING OFFICER GENERAL STATEMENT OF JOB
The Airport Compliance and Training Officer is responsible for assisting the Deputy Director and Operations Chief in coordinating all airport training and compliance activities within airfield and landside environments. Responsibilities include implementation of airport security policies (non-law enforcement), management of irregular occurrences including emergency circumstances, and ensuring compliance with applicable FAR Part 139 safety standards and Title 49 CFR Part 1542 requirements. This position reports to the Deputy Director.
SPECIFIC DUTIES AND RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS
Create, maintain, and manage airport Standard Operating Procedures (SOPs). Assist in ensuring 24/7 compliance with applicable FAR Part 139 requirements. Assist the Deputy Director and Operations Chief in the preparation, maintenance, and implementation of required manuals, policies, procedures, and programs, including the Airport Certification Manual, Airport Emergency Plan, Wildlife Hazard Management Plan, and required training records. Complete all required FAR Part 139 training and maintain applicable training requirements. Assist, as needed, with Line Officer operations, including weekend operations and required airfield inspections or activities. Assist the Deputy Director and Operations Chief during FAA annual inspections and other regulatory inspections. Ensure required airport equipment is properly calibrated, inspected, maintained, or replaced in accordance with established policy and manufacturer requirements, including equipment such as Bowmonk devices, torque wrenches, multimeters, and other operational equipment. Maintain a professional and effective working relationship with airport employees, tenants, contractors, vendors, and other airport stakeholders. Develop and maintain working knowledge of computerized airport systems, including but not limited to the Simplex Security Management System, Terminal Facility Climate Control Computer System, Automated Weather Observation/Dissemination System, Security Surveillance System, and Environmental Control Systems. Coordinate initial and recurrent training for new employees and, with assistance from the Operations Chief, ensure required training is completed and properly documented. Coordinate training requirements for Aircraft Rescue and Fire Fighting (ARFF) personnel in conjunction with the Operations Chief. Assist in preparing the airport operating budget by identifying operational, compliance, equipment, and training requirements. Assist with the development, implementation, and periodic review of airport training programs to ensure compliance with applicable FAA, TSA, and airport requirements. Maintain accurate and organized training, compliance, inspection, and certification records. Assist with monitoring regulatory changes and identifying training or procedural updates necessary to maintain airport compliance.
MINIMUM TRAINING AND EXPERIENCE
Associate Degree from an accredited college or university in Aviation Management, Airport Management, Aviation Operations, Emergency Management, Public Administration, or a related field. Minimum of two (2) years of relevant airport, aviation, operations, safety, security, compliance, or related work experience. Knowledge and experience in writing and maintaining SOPs. Demonstrated ability to create and maintain Excel spreadsheets and other computerized records. Knowledge of airport operations, safety, security, or regulatory compliance preferred. A valid North Carolina driver's license is required. Must obtain and maintain an Aviation Weather Observer Certificate through the Flight Service Program Operations Office, as required for the position. Must obtain the AAAE Security ACE certification within six (6) months of employment as outlined below .
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements Must be able to exert up to 75 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or 25 pounds of force constantly to move objects. Requires the ability to climb and maneuver on stairs, scaffolding, and/or in tight spaces. Must be able to perform duties in varying weather conditions. Position may require work in temperatures exceeding 100 degrees F in the summer and below freezing (32 degrees F) in the winter. Interpersonal Communication Requires the ability to speak and/or signal people to convey or exchange information. Includes giving instructions, assignments, or directions to coworkers and assistants. Requires the ability to deal with people beyond giving and receiving instructions and to maintain effective professional relationships with employees, tenants, contractors, vendors, regulatory personnel, and the public. Requires the ability to prepare a variety of correspondence, reports, forms, SOPs, training materials, and other official documentation. Intelligence Requires the ability to apply principles of logical or scientific thinking to identify and resolve problems, collect data, establish facts, and draw valid conclusions. Requires the ability to interpret technical instructions in mathematical, written, diagrammatic, and regulatory formats and to work with several abstract and concrete variables. Verbal Aptitude Requires the ability to record and deliver information, explain procedures, and follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical and professional environments. Color Differentiation Requires the ability to differentiate between colors and shades of color. Physical Communication Requires the ability to talk and hear and to communicate effectively by telephone, two-way radio, and other airport communication systems.
KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of the principles of organization and administration. Working knowledge of applicable environmental standards in North Carolina and the aviation industry. Knowledge of FAR Part 139 and applicable airport certification requirements. Knowledge of TSA security requirements under 49 CFR Part 1542. Knowledge of aviation weather observation and reporting procedures. Ability to plan, coordinate, document, and implement training programs for Line Officers, airport employees, ARFF personnel, and tenants as required by applicable regulations and airport policies. Ability to work professionally and effectively with FAA and TSA inspectors and other regulatory agencies. Ability to exercise considerable independent judgment and initiative in planning and directing training and compliance activities. Ability to create, implement, maintain, and periodically review airport SOPs. Ability to communicate effectively orally and in writing. Ability to exercise tact and courtesy when dealing with private suppliers, contractors, tenants, customers, public officials, regulatory personnel, and members of the public. Ability to establish and maintain effective working relationships as necessitated by work assignments. Ability to maintain readiness to work on a 24-hour on-call basis when required. Ability to effectively use Microsoft Office programs, including Word, Excel, Outlook, and related software. Ability to maintain accurate regulatory, training, inspection, and compliance records. Ability to analyze operational and compliance requirements and make recommendations to management.
ADDITIONAL JOB FUNCTIONS AND REQUIREMENTS
Assist with coordinating the airport's triennial Airport Emergency Exercise. Be available and prepared to respond during inclement weather events, including snow and ice, tornadoes, hurricanes, flooding, severe thunderstorms, and other significant weather events. Be available to assist with airport emergencies and irregular operations as directed by the Deputy Director or Operations Chief. Maintain all required airport training, professional certifications, and qualifications. Obtain the AAAE Security ACE certification within six (6) months of employment. Successful completion of the Security ACE certification will make the employee eligible for an additional pay increase in accordance with the Airport's established compensation structure. Maintain the AAAE Security ACE certification and complete any required continuing education, renewal, or recertification requirements. Obtain and maintain the Aviation Weather Observer Certificate through the Flight Service Program Operations Office. The employee shall maintain all qualifications and complete any recurrent training or proficiency requirements necessary to remain current. Perform weather observation and reporting duties as assigned and in accordance with applicable FAA procedures and airport requirements. Perform other duties as assigned.
