Job Description

The Traffic Signal Technician positions operate within the Public Works Department. Traffic Signal Technicians operate under the Streets Division within Public Works but also assist the Facilities and Fleet Division. The general responsibilities for Traffic Signal Technicians consist of providing semi-skilled and skilled technical support to the City's Street Division in the maintenance and repair of traffic signals, streets, and street appurtenances as well as performing general maintenance and repair work within the Facilities Division. Generally, a Traffic Signal Technician will focus on routine and non-routine maintenance on city assets, including; traffic signals, safety lighting and associated appurtenances. In addition, Traffic Signal Technicians will assist with the routine and non-routine work on other city assets including: storm drainage systems, rights of way, buildings and facilities, medians, grounds, parks and trails. Signal Technicians are required to operate a variety of equipment including: stake bed trucks, aerial bucket trucks, front-end loaders, excavators, trailers, and hand tool equipment. On-call emergency response work is required for the Traffic Signal positions as a result of various types of damage, equipment failure and alarm notifications from City assets. Weekend work and after-hours work is required for City events and projects.
PUBLIC WORKS TRAFFIC SIGNAL TECHNICIAN POSITIONS TRAFFIC SIGNAL TECHNICIAN I

1) Performs general maintenance and construction activities and tasks. 2) Prepares material lists. 3) Acquires goods of $250 or less. 4) Keeps detailed maintenance logs and traffic signal timing records. 5) Verifies traffic signal operations are functioning correctly. 6) Investigates resident complaints regarding traffic operations, provides troubleshooting and repair if necessary. 7) Expected to perform assigned activities without detailed instructions. 8)
Certifications:
Must obtain IMSA work zone safety and level 1 field technician within 1 year.

Technician II:
1) Performs, oversees and leads onsite project activities and tasks, through coordinating the onsite field operations, assigning tasks to staff, inspecting work to ensure compliance with standards and contract documents and performing the work independently. 2) Troubleshooting and repairing complex issues which require significant independent judgment. 3) Oversees quantity takeoffs for routine maintenance and projects. 4) Acquires materials and goods up to $2,499 per task. 5) Prepares written recommendations to Supervisor to address deficiencies with assets and operations. 6) Provides training to Technician I staff and assists with scheduling staff. 7) Performs assigned tasks with limited instructions. 8)
Certifications:
Must possess an IMSA traffic signal level 2 field and traffic signal inspection certifications to qualify.
SENIOR TRAFFIC SIGNAL TECHNICIAN

Highly Proficient Skill Level Distinguishing Characteristics In addition to the responsibilities expected of a Technician II, a Senior Technician; 1) Coordinates onsite and offsite project details, including, a) obtaining contractor bids, b) coordinating requisition and P.O. processes, c) verifying the contract scope of work details d) providing clear direction to contractors and service providers on and off-site e) assuring project completion against contract requirements. 2) Responsible for procuring materials and goods in excess of $2,500. 3) Provides technical oversight and establishes specific goals for projects and staff 4) Provides technical guidance within the scope of work details for maintenance and construction contracts. 5) Expected to perform tasks without technical instructions. 6) Assigns and schedules staff, documents operations and drafts employee evaluations. 7) Assists the Streets Supervisor with budgets and various staff and maintenance schedules. 8)
Certifications:
Must possess an IMSA level 3 field and advanced technology inspection certifications to qualify.
EXAMPLES OF GENERAL DUTIES FOR ALL TRAFFIC SIGNAL TECHNICIANS
Traffic Control Setup, emergency and non-emergency. Replacement and construction of street lights and traffic signal facilities. Day-to-day and routine maintenance and inspection of traffic signal equipment, including all electrical components. Participate in, and plan review of, traffic related projects. Provide USA markings. Daily record keeping of traffic signal maintenance and operations. Investigate complaints regarding signal operations. Concrete and Asphalt Work - form setup, grade preparation, material placement and finishing. Electrical Work - replacing fixtures, trenching, repairing and installing new conduit and wiring, installing and adjusting electrical time clocks, replacing electrical components. Clean-up and Custodial Work - various types of debris clean-up from wind and storm events, public events, paint and liquid spills, construction work, general custodial work. Painting - general maintenance painting, caulking, masking, clean-up. Landscape Maintenance - tree pruning, planting, weed abatement, water system repairs. Answers emergency calls from the public and other agencies taking appropriate action such as placing barricades, removing fallen trees and limbs, replacing street signs and emergency patching of streets, water and sewer lines. Light Equipment and Tool Operations. Use of paint sprayers, power washers, compacting machines, various saws, drills, vacuums, leaf blowers and other power and handheld tools. Performs routine equipment safety inspections. Heavy Equipment Operations. Operates bucket truck, tractors, and other equipment; performs routine maintenance on equipment. Performs preventative maintenance and makes repairs on City buildings and facilities requiring some skill in general construction, such as: concrete, carpentry, roofing, drywall, painting, plumbing, and routine electrical maintenance. Plants and transplants flowers, bulbs, shrubs, and trees; prunes and sprays shrubs and trees; waters and fertilizes turf; mows and edges lawns, installs and repairs irrigation systems. Performs other duties of similar nature and level as assigned to address organizational needs and changing organizational practices.

Experience:
Any combination of education and/or experience that has provided the knowledge, skills and abilities necessary for satisfactory job performance. Graduation from high school or equivalent, and experience performing duties associated with construction and maintenance tasks.
Licensing/Certifications:
Must possess a valid California driver's license and a satisfactory driving record, and job-specific certifications as noted in each job title category.
Knowledge, Skills and Abilities:
Modern methods, materials, equipment and standards of traffic signalization and operations of electrical work. Modern office procedures, practices, methods, and equipment, including email, computer operations and applicable software such as Word and Excel; methods and techniques for record keeping and report preparation. Proper English usage, spelling, vocabulary, grammar, and punctuation. Electronic components and electrical code. Traffic safety procedures, delineation with cones. Computers and software used in traffic signal controllers. Communication cable maintenance and troubleshooting. Traffic signal procedures and operation with TMC. Disaster Service Workers:
Under California Government Code Sections 3100 - 3109, public employees are designated as disaster service workers. The term "public employees" includes all persons employed by the state or any county, city, state agency, or public district. Disaster service workers are required to participate in such disaster service activities as may be assigned to them by their employer or by law. The employees working for the City of Rancho Mirage take this responsibility seriously. Disaster plans are continuously being evaluated, drills are scheduled, and employees engage in training where they practice executing emergency support services.
ADA and Other Requirements:
Position in this class typically require: climbing, balancing, kneeling, bending, stooping, squatting, crouching, crawling, twisting, turning, reaching, standing, walking on unlevel and slippery surfaces, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, and making repetitive hand movements in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry, and push tools, equipment and supplies weighing 50 pounds or more is required. In addition, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold with extreme sun exposure. Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, workspace restrictions, intense noises, travel and environmental conditions such as disruptive people. The nature of this work requires the incumbent to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles and heavy equipment, and often work with constant interruptions. The incumbent may be required to respond to after hours emergency call-outs and perform routine standby duties.
Very Heavy Work:
Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.
