Job Requirements White Sands Missile Range, NM Secret Polygraph Unspecified Career Level not specified Salary not specified Join Premium to unlock estimated salaries Job Description Duties Help Ensure that command decisions are implemented and incorporated within the Internal Operating Budget. Development and formulation of manpower and dollar projections for long range five years or more forecasts. Maintain constant awareness of current trends and draw analytical conclusions. Direct overall program for budget/cost management. Review the work output of the separate subordinate offices and determine adequacy of achievements. Assign work to division personnel. Identify and arrange developmental and training needs of employees. Conduct managerial functions such as leave approval and rates performance. Apply budgeting process for substantive national programs and services. Implement directives and guidance from local and higher command ensuring that established priorities and program milestones. Interpret and assess the impact of trends and changes in Government fiscal operating procedures. Evaluating internal controls are established to prevent and reduce erroneous or fraudulent transactions. Responsible for formulation, justification, and execution of the organization budget. Compile and consolidate budget data from leadership and project leads to include workload, priorities, and project requirements. Recommend distribution of projected funding and manpower resources. Take proper action to achieve budgetary goals on a timely basis. Requirements Help Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. Certification Level 3:

Specialized Experience:
One year of specialized experience equivalent to the
NH-03/GS-13
grade level in the Federal service which includes work that involves: 1) Performing development and formulation of manpower and dollar projections for long range forecasting, and; 2) Operating budget requirements for an organization. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13). You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Budget Formulation, Justification, and Presentation Leadership Planning and Evaluating Additional information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) Human Capital & Resource Management (HC/RM) Career Field position. Salary includes applicable locality pay or Local Market Supplement. When you perform a Civilian Permanent Change of Station (PCS) with the government, the Internal Revenue Service (IRS) considers the majority of your entitlements to be taxable.

Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. Relocation incentive may be authorized Army Test and Evaluation Center (ATEC), White Sands Missile Range, uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $177,548 (with locality).
