Job Description

Job Description The City of Scottsdale is seeking a Prosci-certified Organizational Change Management (OCM) Lead to support a large-scale Oracle Fusion HCM implementation that will impact employees across the organization. This individual will serve as the primary change management resource responsible for building and executing a comprehensive OCM strategy to ensure successful adoption of new HR, payroll, benefits, and workforce management processes. The ideal candidate is a hands-on change management professional who has led multiple enterprise-wide transformations from planning through post-go-live support. This person must be able to operate independently, influence stakeholders at all levels, and develop a structured change management program utilizing Prosci's ADKAR methodology. Skills and Requirements Prosci Change Management Certification 3+ years of Organizational Change Management experience Experience leading enterprise-wide change initiatives from strategy through execution Strong understanding of ADKAR methodology Experience supporting ERP implementations (Oracle Fusion, Oracle Cloud, SAP, Workday, etc.) Proven ability to build OCM programs from the ground up Experience conducting stakeholder analyses, change impact assessments, and readiness evaluations Strong presentation, facilitation, and communication skills Experience creating training materials, communications, and executive-facing documentation Ability to work independently and serve as a change management subject matter expert Oracle Fusion HCM implementation experience Public sector or government experience Experience supporting HR, payroll, benefits, or workforce modernization initiatives Training development and instructor-led training experience Experience supporting large-scale organizational transformations impacting all employees SharePoint, intranet communications, or employee engagement platform experience Experience leading additional change practitioners, trainers, or adoption resources Background supporting cloud-based ERP migrations
