Conducts studies of work processes and procedures. Identifies problems, reviews production standards, and makes tentive recommendions for problem resolution. Independently evalues the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluion results on both a quantitive and qualitive basis to provide concise and objective informion to identify accountability strengths and weaknesses. Develops recommendions to correct deficiencies or suggest program or process improvements for the organizion. Plans and designs procedures to improve organizional effectiveness and efficiency. 2. Reviews reports and studies to ensure th user requirements are met and approprie rules and regulions are utilized. Evalues unit and organizional effectiveness. Develops and administers a system of reviews, management controls, evaluions, and checklists designed to ensure conformance with law and regulions. The employee plans, coordines, and carries out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects. Using standardized and locally developed evaluion programs and processes, management principles, organizional theory, and techniques of analysis and evaluion, plans and accomplishes scheduled evaluions. Analytical methods contained in applicable regulions and guidelines are not always applicable to specific work; Incumbent adapts methods to meet needs of the specific situion. 3. Assists in the development of directives and the design, development, documention, and implemention of various reporting systems. Develops processes, management, administrive, and technical evaluion plans for implemention by supervisors/managers. Notes deficiencies, identifies necessary resources, and recommends corrective action. Reviews workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives. Recommends internal reporting and stus tracking procedures to ensure adeque control in terms of deadlines, progress reports, and follow-up reports. Manages the evaluion program to ensure required actions are tracked and completed. Performs other duties as assigned. : Experience, educion, or training in administrive, professional, investigive, technical, or other responsible work which demonstres analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the Nional Guard organizional structures, functions, procedures, and techniques. Experience using computer and automion systems.
SPECIALIZED EXPERIENCE
1-year specialized experience, educion, or training equivalent to least the next lower grade level. Experience, educion, or training which has provided applicion of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management.
KNOWLEDGE REQUIRED
  • -Knowledge of Federal and agency regulions and directives as well as organizional specific directives, programs, and missions to understand their impact on programs.
  • Knowledge of management analysis techniques to identify, consider, and resolve issues or problems.
  • Knowledge of opering guidelines governing administrive programs to help initie program changes.
  • Skill in briefing managers and in communicing tentive recommendions regarding efficiency in program operions.
