Job Description

The Management and Program Analyst is a member of the Front Office staff in the Veterans Benefits Administration's (VBA) Medical Disability Examination Office (MDEO). MDEO administers the world-wide disability compensation examination program and is responsible for helping Veterans complete, timely and accurate examinations to support adjudication of their disability claims for service-connected disabilities.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:05/21/2026.
TIME-IN-GRADE REQUIREMENT
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level. For a GS-14 position you must have served 52 weeks at the GS-13 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Specialized Experience:
The applicant must document experience planning, organizing, and prioritizing multiple concurrent assignments in a fast-paced environment, ensuring accuracy and adherence to deadlines. Frequent collaboration with cross-functional divisions within MDEO to facilitate clear communication between business and technical representatives. The applicant shows evidence of adapting to new information, shifting priorities, or unexpected challenges while maintaining effective performance. Applying knowledge of an organization's mission, operating procedures to accomplish program responsibilities. Communicating clearly and convincingly in both oral and written formats, tailoring information to varied audiences and actively listening to clarify needs or resolve issues. Experience showing sound, well-reasoned decision-making that considers risks and organizational impact. Experience includes identifying information needs, gathering relevant data, and maintaining organized information management systems to support program operations and reporting. Specialized Experience:
The applicant must document experience managing complex, high-visibility program activities requiring advanced planning, prioritization, and coordination across multiple competing demands. Demonstrating extensive collaboration with leadership and multiple MDEO divisions to ensure effective communication, resolve complex issues, and align program objectives with organizational priorities. Work showing the ability to anticipate and adapt to changing conditions, evolving policy direction, and unexpected challenges, including guiding others through uncertainty. Experience includes applying comprehensive knowledge of an organization's mission, functions and policies to interpret guidance, influence program direction, and implement organizational requirements. Demonstrated mastery in communicating complex concepts to diverse audiences with clarity and authority to support strategic decision-making and build consensus. Experience reflects mature judgment in making high-impact decisions that consider long-term implications and advance organizational goals.
Volunteer Experience :
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Part-Time Employment:
Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

The work is primarily sedentary, although some slight physical effort may be required.
