Full Job Description Description:
Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time Facilities Program Analyst at Port Hueneme, California . This position is contingent on the award of a federal contract
Key Responsibilities:
Provide administrative coordination and technical assistance for facilities management, maintenance planning, and project execution supporting Naval Construction Group ONE (NCG1) and associated commands. Analyze and evaluate current and future facility requirements for active and reserve units and develop Facility Requirements Studies for Government review. Maintain facility funding trackers, resource allocation records, and command assessment reports to support facilities planning and execution. Support execution of Minor and Major Maintenance Action Plans and assist with development of Military Construction (MILCON) planning documentation, including DD Form 1391 packages. Coordinate with Naval Facilities Engineering Systems Command (NAVFAC), U.S. Army Corps of Engineers (USACE), and other engineering organizations to facilitate facility project development and execution. Track facility projects from initiation through completion and provide status updates, milestone reporting, and project documentation. Conduct facilities program analyses, management studies, and operational assessments to improve utilization of facilities management and camp maintenance programs. Develop and review Basic Facility Requirements (BFRs), facility justifications, cost estimates, and supporting documentation for government validation. Maintain facility records, engineering drawings, maps, databases, deficiency logs, and electronic repositories. Review requests for facility improvements and space allocations, analyze requirements, and provide recommendations for government consideration. Support Navy Expeditionary Combat Command (NECC) Inspector General assessments and provide subject matter expertise related to facilities programs and compliance. Analyze Annual Inspection Summaries (AIS) and develop recommendations supporting Sustainment, Restoration, and Modernization (SRM) budget planning and execution. Prepare monthly reports, meeting minutes, technical documentation, and final contract reports in support of program objectives. Assist with administration of approximately 150 facilities across multiple installations and support related maintenance, inspection, and training programs.
Requirements:
Minimum Qualifications:
Bachelor's degree in Facilities Management, Engineering, Construction Management, Business Administration, Public Administration, Logistics, or a related field; equivalent experience may be considered. Demonstrated experience in facilities planning, facilities management, maintenance programs, construction project support, asset management, or related operational environments. Knowledge of Navy Facilities Maintenance Plans, Basic Facility Requirements (BFRs), and DD Form 1391 documentation development. Experience performing data analysis, reporting, project tracking, and administrative coordination. Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook. Strong organizational, analytical, problem-solving, and communication skills. Ability to manage multiple priorities and work independently in a fast-paced environment. Ability to obtain and maintain all required government credentials and installation access requirements. U.S. Citizenship required.
Preferred Qualifications:
Experience supporting Department of Defense (DoD), U.S. Navy, NAVFAC, USACE, or other federal facilities programs. Working knowledge of Maximo and related facilities management systems. Experience with facility asset management, maintenance planning, MILCON projects, and capital improvement programs. Familiarity with NAVFAC Asset Management, Facilities Maintenance Division (FMD), and Facilities Engineering Acquisition Division (FEAD) operations. Experience supporting Inspector General inspections, compliance assessments, or facilities audits. Knowledge of government budgeting, SRM planning, and facilities funding processes.
